JOB SUMMARY:
Under minimal supervision, the Human Resources Technician is responsible for the coordination, planning, and administration of a major portion or combination of the district’s human resource management program. The Human Resources Technician also provides training, and assistance to department staff.
Most tasks are non-routine and require a considerable reliance upon the use of independent judgment.On occasion are questions referred to the supervisor for advice. Work is evaluated by the smooth functioning of the assigned work responsibilities, accuracy, and timely completion of assignments. Frequent contact is maintained in writing, in person or over the telephone with District administrators, school principals, teachers, classified employees, insurance companies, and other State and Federal agencies. Work is performed with considerable technical independence. The Human Resources Technician works under the supervision of the Department Administrator.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Essential duties of this position include the following. Employees in this position perform some or all of the following tasks. Other duties may be assigned.
Human Resources Information Systems:
Responsible for implementing, maintaining and troubleshooting the department’s human resource information systems, including Recruit and Hire, HRIS, Frontline – AESOP/Performance Evaluation, PublicWorks Safety Module, and other related systems developed in the future. Provides support, guidance, and training to staff and end users as appropriate. Performs troubleshooting within the HR department when a user is having difficulty using an HRIS or other web-based system. Responsible for troubleshooting system issues directly with consultants and/or vendors as needed. Ensure timely completion of all state and federally mandated reports, including but not limited to: ODE Staff Assignment, ODE Staff Position and EEO Reporting.
Licensed and Administrative Staff:
Manages the District’s licensed and administrative (administrators & supervisors) employment documentation, accounting, and reporting functions. Stays abreast of all state certificate and licensure requirements. Maintains licensure records on all certificated employees ensuring employees meet and sustain state requirements for performing their certificated duties. Notifies employees of impending license expiration and renewal requirements. Requests emergency/extension letters if needed. Review all certificated staff assignments to verify license compliance.
Compensation:
Tracks and maintains documentation of professional development credits for advancement on the salary schedule. Verifies credits and salary eligibility and processes salary changes. Processes employment and compensation verification requests.
Staffing:
Tracks all licensed and administrative staff to maintain awareness of and support documentation and processing of reduction in force, retirements, resignations, new hires, long-term leaves of absence, probationary status, and employment changes for board reporting. Makes determinations of correct certifications and maintains needed documentation.
On-boarding:
Prepares materials and conducts on-boarding and orientation of new employees. Determines and informs employees of compensation and benefit entitlements. Arranges for required record, background, and fingerprint processing. Establishes a system as necessary to assure follow-through on documentation. Prepares employment and supplemental contracts. Prepares and enters and/or transmits payroll data to the payroll office. Notifies such other offices of the new employee’s status as necessary (e.g., security and badges, technology, Administrative Assistants as needed). Establishes initial personnel file and assure accuracy and completeness of documents. Enters employee information into the human resource management information systems.
Contract Negotiations:
Continually monitors the application of collective bargaining agreement provisions to identify when changes are needed to maintain a responsive and effective human resource management program. Conducts research into and assists in developing bargaining proposals and strategies and analyzing and developing written positions and responses on union proposals. Participates in the bargaining process. Provides guidance and support to managers to assure compliance with contract requirements. Supports the maintenance of the collective bargaining agreement document. Maintains open communications and liaison with association representatives. Participates in periodic labor-management meetings to discuss and resolve current issues. Disseminates information to the union as required by the contract.
Reporting:
Maintains data and prepares reports and budget input as required by the district and the state and federal government. Reports are complex and require extreme accuracy to prevent a negative impact on programs and budgets.
Committees:
Participates in a variety of meetings and/or committees associated with certificated employment.
Administrative Support:
Provides administrative support to the HR Director, including but not limited to preparation of presentations, budget and communication to staff and community. Performs other duties as may be assigned.
Human Resources Functions

Performs a wide variety of moderately complex human resource work, which may include reception; customer service; data entry; word processing; filing; document processing; distributing/sorting mail, records, and other communications; and maintaining and updating files, records and logs.

Perform recruiting responsibilities, which may include but is not limited to posting positions, attending job fairs, providing initial screening, and tracking applicants.

Prepares, types, proof forms, letters, templates, contracts, documents, brochures, statistical reports and other documentation within established timelines, based on established formats, written drafts, or established procedures or instructions; prepare statistical reports, tables, spreadsheets, and/or other documents.

Provides tracking and monitoring support for a variety of human resource functions to ensure legal compliance; drafts timely notification, as needed.

Enters, reconciles, and maintains information in the HRIS system and create custom reports, as needed. Download information from database systems to Word and Excel and create interface files as required. Audit database input and output for accuracy periodically and make corrections as needed.

Responds to questions and/or concerns from employees and/or supervisors on a variety of human resource topics.

Maintains up-to-date knowledge and understanding of district and human resource policies, negotiated agreements, past practices and department regulations regarding personnel matters of evaluations, salary, and fringe benefits, in order to perform required duties.

Processes requests within established timelines. Audit assigned financial activities to assure accuracy. Maintains records and serves as liaison between the district and external agencies.

Assists with compiling information and preparing required district, state, and federal reports.

Audits monthly reports against the HRIS system to ensure accuracy.

Conducts new employee orientations in collaboration with other departments.

Provides clerical, secretarial, and technical assistance to the Human Resources Director and departments, as requested.

Maintains a variety of files and filing systems by sorting and filing documents and records using alphabetical, index, cross-reference, and other files; prepare outgoing mail for delivery; make copies of documents.

Provides support during bargaining sessions and assists with bargaining analysis of human resource topics.

Contributes to a positive and productive work environment.

Maintains regular and timely attendance.

Provides back-up support to other HR or payroll support staff in case of absence or work overload.

Performs other duties as assigned.

Education and/or Experience:-
Associate degree or equivalent from two-year college or technical school; or two (2) years related experience with progressively responsible experience in executive support or equivalent combination of education, experience, and/or training.

Prior successful experience working in a Human Resources position, or in a school office/administration setting is preferred.

Reasoning Ability: Ability to interpret a variety of instructions furnished in written, oral, or diagram form. Ability to deal with complex problems involving several concrete variables where only limited supervision exists.
Computer Skills: Ability to proficiently use office and computer equipment and use standard office, including automated accounting systems.
Other Skills and Abilities: Ability to appropriately communicate with diverse staff and others including vendors and other agencies. Ability to exercise good judgment and work in an environment with frequent interruptions. Ability to organize, prioritize, and work on multiple tasks simultaneously and work independently and effectively on complex tasks. Research and problem solve and meet deadlines.
Certificates, Licenses, Registrations: Certificates as determined by the district including a valid Oregon Driver License.
