The Program Manager for Intensive Behavioral Health Services (IBHS) is a leader responsible for overall administrative management, support, and program development for IBHS services. This role fulfills Pennsylvania’s Department of Human Services Chapter 5240.12 qualifications and duties of an administrative director for an IBHS agency. This responsibility includes overall operations of the IBHS program, including daily management, leadership, and supervision of IBHS administrative personnel. In addition, the Program Manager for IBHS works in close collaboration with IFS Department of Quality Assurance (QA), to ensure clinical compliance with Community Behavioral Health (CBH), the Network Improvement and Accountability Collaborative (NIAC), Health Management Organizations (HMO), and county and state licensing entities such Pennsylvania’s Office of Mental Health and Substance Abuse (OMHSA). This position reports directly to the Director of Clinical Operations and Chief of Operations and Organizational Development.
Administrative Responsibilities:
1. Responsible for department-level administrative decision-making including, policy development, operations, quality assurance, continuous quality improvement priorities, and standardization protocols.
2. Develop and implements office policies and procedures to ensure efficient program operations.
3. Responsible for day-to-day organization of IBHS workflows and procedures including defining job responsibilities and overseeing work assignments. Oversees all processes associated with member point of entry and discharge from the IBHS program, including processes and systems for insurance verification.
4. Responsible for the management of personnel, sets program goals and benchmarks, prepares program reports, and is lead in IBHS compliance and regulatory matters. Works directly with IFS departments of human resources, quality assurance, and finance to ensure program goals are achieved.
5. Responsible for IBHS employee compliance in staff trainings. Ensuring staff compliance with necessary education qualifications and training requirements.
6. Ability to inspire and maintain a high-performing and efficient IBHS team. Responsible for
program recruitment and hiring of staff. Supports IBHS employee onboarding, oversees
employee probationary period, and conducts IBHS employee annual performance evaluations.
7. Collaborate and link with other program leaders within IFS service delivery system.
8. Responsible for preparing employee and contractor hours for compensation.
9. Responsible for monthly reporting data CBH regarding IBHS services.
10. Monitors accuracy and timely billing for IBHS services.
11. Monitor program policies to ensure compliance with industry regulations.
12. Provide updates to team members and senior management when regulations change.
13. Proactively identify, mitigate, and track recurring regulatory issues.
14. Collaborates with outside funders, regulators that review, audit, or partner with IFS IBHS services.
15. Maintain professional relationships with clients, payers, and community support service representatives and agencies.

Fiscal Management Responsibilities:
1. Sets financial productivity standards in collaboration with executive leadership, Director of Clinical Operations, and Director of Finance.
2. Regularly review IBHS financial data (e.g., Failed Claims, billing, and rejection billing reports) to quickly resolve any negative financial reporting to ensure departmental productivity goals are achieved.
3. Participate in clinical and operational leadership meetings.
4. Responsible for IBHS program budget. Collaborates with the Director of Finance to develop, monitor, and maintain IBHS program budget.
Quality Assurance Responsibilities:
1. Coordinates external/internal reviews and audits in cooperation with IFS Quality Assurance Department.
2. Collaborate with QA on the collection, adherence, and monitoring of NIAC mandatory outcome measures.
3. Coordinate with HR to complete annual CBH staff roster.
4. Takes the lead in OMHSAS site visits for the IBHS program.
5. Identifies areas of programmatic performance improvement for the IBHS program and
recommends solutions.
6. Completing and documenting a clinical record review for quality of the IBHS provided and
compliance with this chapter and documenting the outcomes of the review quarterly.
7. Attends meetings as assigned.
8. Performs other related duties as assigned.
IBHS Program Responsibilities:
1. The overall daily management of the IBHS program, ensuring that staff schedules meet the needs of the children, youth, and young adults served and accommodate their parents, legal guardians, or caregivers’ schedules.
2. Ensures that clinical and support staff provides the required clinical care services to children, youth, and their families.
3. Build critical partnerships and coordination of care with several agency partners that include DBHIDS-CBH, DHS, School District of Philadelphia (SDP), and other community partners.
4. Supervises the administrative operations of IBHS to ensure quality services are provided to clients in accordance with the agency, DBHIDS- CBH and COA standards and regulations.
5. Conducts regular IBHS team meetings, and provide support to clinical supervisors, clinicians, and other appropriate staff members to effectively coordinate clinical services.
Qualifications:
- A master’s degree in social work, counseling, or other related fields. Licensure required.
- Minimum of 1 year of full-time postgraduate experience in the provision of mental health direct services to children, youth, or young adults required.
- 2+ years of management and administrative responsibilities in behavioral health services are required.
- Knowledge of IBHS services.
- Knowledge of Medicare and Medicaid and electronic verification systems.
- Knowledge of fee-for-services and value-based payor models.
- Ability to attend to details.
