North Central Transit Services, LLC. is currently seeking a Mechanical Manager of Equipment in Irving, TX. The position includes but is not limited to administrative and management duties as is described below. The Mechanical Manager of Equipment must provide overall analytical and managerial administration of all aspects of the mechanical department, including but not limited to, implementing, and administer personnel policies, safety and training, customer contract deliverables and compliance, budget development, and act as a liaison between local, state and federal agencies. Manage the activities associated with forecasting, planning, and managing commuter rail equipment fleet. The employee is responsible for the planning, operation, supplies and maintenance of rail service provided by the Authority as well as the safety, efficiency, and responsiveness of the system.
Duties and Responsibilities:

The Mechanical Manager of Equipment's key responsibility is the safe efficient administration of the mechanical department. Safety is the number one priority!
Compliance with all applicable regulations of the FRA, APTA and Association of American Railroads (AAR).
Escort and provide professional assistance to the FRA during their visits. This includes compiling the reports & conducting follow-up on the defects found to ensure repairs are complete.
Assist in the formulation and implementation of safety, training, and compliance programs.
Continued development of our people – This includes a development plan, development meetings, evaluations, communication, training, and field interaction.
Assist in the implementation of a work order program.
Assist with the investigation of accidents, rules violations, and drug and alcohol testing.
Monitor and evaluate the record of repairs, Daily inspection reports, and blue forms.
Oversee the maintenance of equipment and all tasks required for the efficient and effective operation and maintenance of passenger equipment and their associated systems.
Supports all state of good repairs efforts necessary to ensure the safe and reliable operation of the agencies service equipment or support equipment systems.
Works with all maintenance and support disciplines to ensure standards and configurations are maintained and kept updated.
Provides oversight in the planning, coordination and implementation of policies, procedures, and programs pertinent to the timely design and implementation of all of the authority’s vehicle service program capital projects.
Directs and supervises subordinate staff to include recommending, disciplinary actions, and resolutions of grievances, assigning duties, and directing work, approving leave requests and time sheets, and ensuring appropriate staff developmental training.
Serves as a point of contact for service equipment involved in accident and incident investigations. This would include final reports and corrective action plans, if needed, to address proven causes of findings and determinations.
Regular and predictable attendance and punctuality are a requirement for this position.

Qualifications:
High school diploma, GED or equivalent
A minimum of 10 years of relevant work experience (railroad, mechanical and systems engineering, rolling stock, passenger rail) in progressively responsible supervisory capacities including the direction of mid-level staff. ***Applicants who do not meet the minimum qualifications will not be considered***
Broad knowledge of the major engineering fields (e.g. mechanical and systems engineering) encountered in passenger rail equipment fleet engineering.
Extensive ability to develop and prepare cost effective maintenance and rehabilitation programs for complex vehicles.
Knowledge of the laws, ordinances, regulations, etc., as they pertain to railcar vehicle engineering, performance, and operations.
The Mechanical Manager of Equipment requires independent judgment, initiative, strong organization, communication skills and customer focus across broad and diverse areas to realize the company's goals independently.
Maintain current knowledge of compliance regulations in all areas of railroad administration.
The ability to manage significant volume of information, multitask, prioritize and troubleshoot problems.
Thorough knowledge in applicable compliance requirements related to railroad operations and procedures, financial interest, etc.,
Proficient with Microsoft Office products

Successfully complete and maintain any required safety certification and testing on an annual basis.
