Directs and performs the management and implementation of the Public Improvement District (PID) program and portfolio. Position reviews PID petitions, negotiates deal points, tracks all PID projects from petition to completion. Coordinates materials related to assessment levies and PID bond issuances. Collaborates with the Travis County Development Authority and the Capital Economic Progress Corporation to track, review and implement all fiscal and financial related matters, including the PID Community Benefit Fund and all escrow accounts. Coordinates and directs inter-disciplinary teams and third-party consultants for all PID related work. Collaborates with all Economic Development and Strategic Investments staff and PBO management on all PID petitions and projects to coordinate community benefits match identified community needs and Commissioners Court goals. Develops updates to policy to improve the PID program and address any changes in legislation. Prepares information and makes presentations to elected officials, staff, external partners, and the public regarding the PID program and how it meets the goals and interests of the Commissioners Court. Supervises PID related staff.
This position is eligible for telework, with in-office work as necessary. Hybrid workplace plans are available if requested, with a physical workspace from a central office location as assigned (700 Lavaca). MUST LIVE IN or NEAR AUSTIN TX AREA.
- Directs and develops policy and process recommendations, as well as supporting information, maps, and reports, on strategic planning issues including region-wide economic development initiatives, particularly those that may have long-range capital impacts. Directs other research and policy development as necessary.

Directs and provides technical analysis, draft recommendations, and professional expertise in the areas of statistical analysis, urban planning, economic development and Facility Master Planning for committees and decision makers.

Negotiates contracts, community benefits and authorized improvements for highly complex special assessment districts and makes recommendations to the Commissioners Court.

Prepares and makes presentations to and receives feedback from outside agencies and organizations on issues related to PIDs.

Collaborates with the Travis County Development Authority and the Capital Economic Progress Corporation to track, review and implement all fiscal and financial related matters, including the PID Community Benefit Fund and all escrow accounts. Plans and evaluates the work of planning and project management staff.

Coordinates and directs inter-disciplinary teams and third-party consultants for all PID related work.

Manages contracts and related contracted staff to ensure the delivery of all work products on time and within budget.

Develops and conforms to best practices and operating procedures that guide the implementation of the division’s programs.

Prepares annual budgets, performance measures and work plan for the division.

Education and Experience:
Bachelor’s degree in Urban Planning, Environmental Design, Urban Design, or a directly related field AND seven (7) years relevant experience in contract and project management, , real estate analysis and negotiations, and/or urban or strategic planning, and seven (7) years of management or project management experience in a planning function for a government, corporate, university or institutional environment with frequent contacts at the Board level,

Master’s degree in Urban Planning, Environmental Design, Urban Design, or a directly related field may substitute for two (2) years of required experience; OR, Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.
