CPNYC’s mission is to support and advocate for the children of incarcerated parents while speaking out against root causes that affect the communities we serve, including systemic racism, poverty. and bias in our nation’s criminal justice system. CPNYC has successfully developed an innovative model, the only one of its kind in New York City, which co-locates a licensed mental health clinic and children's centers in Bedford Stuyvesant, Brooklyn, and the South Bronx. CPNYC provides an array of youth development programming and services tailored to each child's individual strengths and challenges and fosters a unique uplifting environment to foster hope and resilience.
Position Overview: Human Resources / Office Manager will be responsible for the day-to-day operations of the Human Resources department, as well as execute all initiatives implemented by the VP of HR. The HR / Office Manager will manage all administrative functions of the HR department, specialize in two more functions of the HR profession, as outlined by the Society of Human Resources Management (SHRM) and under the supervision of the VP of HR will gain experience in the other areas. The HR Manager will uphold and enforce all policies, procedures and common practices of Children of Promise, NYC.
Essential Job Functions
75% of work will focus on Human Resources tasks below
25% of work will focus on Office Management
Recruitment
- Assist with the full cycle of recruitment for all positions
- Develop relationships with department managers to assess and determine mutual and effective hiring practices, within CPNYC guidelines
- Follow position requisition process, ensuring position requisitions are provided for each position and updated
- Coordinate with the Director of HR to post positions internally and externally on applicable job boards
- Screen resumes and/or source candidates to ensure best quality talent
- Conduct preliminary interviews and follow up communication
- Coordinate interviews for Director of HR and/or appropriate team member as necessary
- Compare notes the Director of HR (if applicable) to determine final candidate
- Update recruitment logs, such as: vacancy reports, Excel or Excel applicant tracking, Intern Tracking, etc.
- Attend job fairs or other career networking event to attract top talent and Interns
Onboarding
- Responsible for the executing the Offer of Employment process, including but not limited to, extending verbal offer, preparing official contingent offer letters, checking references and background checks etc.
- Prepare new hire packets, ensuring all forms and information are updated and contains current compliance documents
- Verify information and documentation of hire packets, checking for completeness and accuracy
- Submit background checks for new hires
Regulatory Compliance
- Conduct full cycle OCFS / SEL Background checks for all new hires and interns
- Create new employee files and information packets
- Manage OMH active employee portal
- Coordinate with Office Manager and Intrinsic Technology to issue email addresses and Office 365 account
- Coordinate with Office Manager to facilitate new hire orientations, ensuring food is ordered, room is available
- Issue laptop (if applicable)
- Maintain employee HR files and HRIS database (Paycom)
- Ensure agency wide compliance with all local, state, and federal laws
- Facilitate and manage the completion of agency wide OCFS mandatory trainings
- Complete incident reporting and OSHA compliance
- Manage compliance matters including COVID-19 regulations, Workers ‘Compensation, OSHA, NY Paid Leave, and harassment
- Respond to unemployment claims
Team Member Satisfaction
- Properly introduce new hires to the organization via email blast
- Organize and promote employee engagement events to increase employee morale and retention
- Create and facilitate agency wide employee recognition program
- Create and conduct employee surveys to assist in promoting and improve a positive work culture.
- Encourage and promote and open-door policy/culture
Internship Program
- Assist in the recruitment, pairing and onboarding of Interns for CPNYC Internship Program
- Manage and cultivate meaningful relationships with surrounding colleges and institutions to create a pipeline of interns
- Prepare internship offers for all interns
- Coordinate on-boarding of Interns for CPNYC Internship Program
- Ensure intern stipends are paid in accordance with the schedule
Employee/Labor Relations
- Respond to employee requests and inquires in a timely and professional manner
- Prepare and process employee verification request
Benefits & Compensation
- Administer benefits including open enrollment, claims resolution, change reporting, and communicating benefits information to employees
- Manage all COBRA, PFL, and FMLA requests
- Manage all vacation, sick, and personal time requests
- Complete EAP reporting
- Evaluate wage analysis and ensure alignment with local, state, and federal laws
- Maintain organizational structure
Performance Management
- Conduct 30-day check-in for all new hires in conjunction with Mangers
- Administer and track agency wide 90-day, 6 month, and annual performance evaluations
- Provide guidance on coaching and disciplinary actions
Other HR functions that include, but are not limited to:
- Must always maintain the highest levels of confidentiality
- Adhere to federal, state, and local labor laws, rules, and regulations
- Adhere to personal data privacy regulations
- Maintain professional standards of performance, demeanor, and appearance at all times
- Maintain a creative, team building, cooperative approach to job performance and seek to bring a constructive, problem-solving orientation to all tasks
Office Management
- Manage the reception area to ensure effective telephone and mail communications are done professionally both internally and externally
- Maintain inventory of office supplies and printed materials, monitor and order supplies in a timely manner; communicate with vendors regarding office equipment acquisition and maintenance
- Help to schedule conference rooms, organize meetings, and identify space for staff and guests
- Open and distribute incoming mail, process outgoing mail
- Communicate with Facilities team on building issues and problems, as necessary, to ensure a safe and effective office management (i.e., mechanical systems, security, etc.)
- In coordination with the IT team, supervise the maintenance of office equipment, including copier, fax machine, etc.
Required Knowledge, Skill and Experience
- BS/BA in business, organization management, sociology, or related discipline with 2-4 years HR experience in small to midsized company
- At two years’ experience processing payroll required, for nonprofit preferred
- At least one year’s experience Nonprofit/community-based organization
- Knowledge working with HRIS and Salesforce, Paycom experience a plus (ADP, Peoplesoft, etc.)
- Proficient Microsoft Office, including but not limited to Excel, Word and Adobe Professional
COMPENSATION:
Commensurate with the experience and qualifications of the selected candidate. This position range is $70,000 - $75,000 per annum.
