Center for Human Services (CHS) is seeking a leader who is detail-oriented and innovative to join our Youth Services team as Program Manager serving as liaison for the department between school sites, partners and program staff. This full-time opportunity works primarily M-F daytime in the office and may include evenings and occasional weekends.
POSITION SUMMARY: Supports implementation of department's strategic goals and assists the Director in leadership and change processes. This role manages the department’s infrastructure, including recruitment, hiring, onboarding and staff training, ensuring all activities align with the agency standards and compliance requirements. The Program Manager also oversees outcome reporting while monitoring contract performance and providing coaching support to Youth Services Coordinators.
Duties and Responsibilities:

Recruitment and Hiring: Manage departmental recruitment, hiring, and onboarding processes, ensuring sufficient staffing.

Staff Development: Collaborate with department Coordinators to create and implement coaching and skill-building plans for staff, fostering professional growth and development.

Department Planning and Execution: Participate in department planning and goal setting and implement the department's plan as outlined by the Youth Services Director, ensuring alignment with overall agency objectives and strategic priorities.

Policy and Procedures: Participate in the development of departmental policies and procedures and enforce compliance with set standards and requirements

Contract Performance: Actively monitor and ensure the successful performance and completion of contract requirements, maintaining accountability and quality standards.

Training Management: Lead training initiatives in collaboration with Youth Services Coordinators, including developing training formats, establishing requirements, equipping trainers, creating annual calendars, and evaluating effectiveness to enhance staff competencies.

Site Support and Coaching: Provide coaching and support to department Coordinators, enhancing site relations, promoting effective program implementation, and acting as a liaison with school personnel.

Data-driven decision making: Oversee the department's outcome reporting needs. Use data to inform decisions about staff performance, program development and develop evaluation tools to meet program/grant requirements.

Reporting: Oversee the routine submission of reports required by funders, the agency, and individual work plans, ensuring all reports are accurate and submitted on time.

Leadership Participation: Actively participate in the mid-level leadership team, contributing to the development and achievement of overarching CHS goals and objectives.

Representation: Represent the agency at internal and external meetings as identified, advocating for the interests and needs of the department and its clients.

Additional duties: Perform other duties as assigned, supporting the overall mission and operations of the Youth Services department.
QUALIFICATIONS:

B.A./B.S. required in Social Services or related field.
-
2 years program management experience.
-
Experience with budget and contract management.
-
Grant-writing skills preferred.
-
Leadership skills and experience.
-
Pass agency paid TB (Tuberculosis) screening.
-
Pass agency paid criminal justice screening including fingerprints.
-
Pass agency paid health screening and/or drug testing, if required.
-
Valid California Driver License and proof of auto insurance coverage.
-
Pass agency paid MVR clearance with no more than 2 points - if you are under the age of 25 our insurance company will not allow any points.
