Qualifications
(The application must specifically state how each of the following qualifications are met):
- Graduation from an accredited four-year college or university;
- Minimum three years of work experience in construction management and/or occupational safety and health program work;
- Valid driver’s license, acceptable driving record, and ability to drive a state vehicle; and
- Required to travel up to 30% of the work period.
PREFER:
- Graduation from an accredited four-year college or university with major coursework in occupational safety, health management, industrial hygiene, construction management, business, or a related field;
- Five years of experience administering complex safety and health programs, risk management, or construction management;
- COOP Level 1 Practitioner;
- CPR/AED Certified Trainer;
- OSHA 30-hour certification; and/or
- OSHA Emergency 8-hour course.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of safety and health programs, concepts, and techniques;
- Knowledge of safety and risk management policies and objectives;
- Knowledge of local, state, and federal safety and health regulations;
- Knowledge of principles and practices of public administration and management related to Texas state safety and health;
- Knowledge of a full spectrum of safety and risk management principles and practices from an industrial and/or marine environment;
- Knowledge of construction management practices and techniques:
- Knowledge of research and training techniques;
- Effective verbal and written communication, human relations, and organizational skills;
- Skill in developing and implementing safety and health programs and policy;
- Skill in analyzing risks and accidents and successfully implementing preventative solutions, measures, and policies;
- Skill in reviewing files, reports, and programs for compliance with applicable state and federal laws related to safety and loss control programs;
- Skill in interpreting and applying law and regulation, resolving compliance issues effectively;
- Skill in providing customer service excellence to both internal and external customers;
- Skill in operating a personal computer with word processing, database, and spreadsheet software;
- Ability to develop, communicate, and implement a well-defined safety program;
- Ability to identify risk hazards and implement corrective actions;
- Ability to effectively plan, schedule, and organize training and safety meetings;
- Ability to work in a setting requiring self-motivation/cooperative decision-making and to work effectively with diverse groups of people;
- Ability to work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail;
- Ability to multi-task in a fast-paced environment;
- Ability to adapt successfully and quickly to change and deliver quality results in a timely manner;
- Ability to plan, organize, and work independently, as well as within a team environment;
- Ability to exercise sound judgment and discretion;
- Ability to maintain the highest level of confidentiality; and
- Ability to schedule, contract, receive, and maintain CPR/AED/First Aid Trainers to ensure site staff receive certifications;
REGISTRATION, CERTIFICATION, OR LICENSURE:
- Must have or obtain a valid Driver’s License and Defensive Driving Course to be able to operate state vehicles;
- Must obtain CPR/AED/First Aid certification within the first 90 days of employment.
- OSHA 30-hour certification class and OSHA Emergency 8-hour course within the first year of employment.
ENVIRONMENT/PHYSICAL CONDITIONS: Work involves working irregular hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays, or holidays. Work involves pulling and pushing, kneeling, stooping and bending, safely climbing, and safely lifting items up to 50 pounds. The workplace setting is a historic site, an office, or an outdoor setting where there is exposure to high temperatures, weather, dust, insects, and pollution. Work includes traveling on uneven pathways and unpaved surfaces.
