General Information
The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
OSSE’s Office of Operations division has seven individual teams that conduct various functions that support other OSSE divisions to foster the enhancement of educational services provided to District students. The Program Analyst position is located within the Nonpublic Payment & Medicaid Recovery Unit. The purpose of this position is to support and coordinate Medicaid and Nonpublic Payment activities across local education agencies (LEAs) in the District of Columbia, with the primary objective of maintaining OSSE's capacity to successfully manage Medicaid Random Moment Time Study (RMTS) and Non-public payments. The Program Analyst will assist in creating and implementing procedures to ensure that OSSE meets all local and federal Medicaid and Nonpublic Payment requirements.
Duties and Responsibilities
The Program Analyst is responsible for the implementation of policies, business rules, and procedures, data management, stakeholder engagement, outreach and meetings, the provision of technical assistance and training, public reporting, and research projects related to Medicaid and Nonpublic initiatives. Additionally, the analyst communicates closely with multiple OSSE division staff to ensure the timely correction of identified noncompliance and works closely with them to develop measures to prevent non-compliance. The analyst in this position will also track data, and revenue, and will assist with data reporting for both internal and external inquiries.
The program analyst will synthesize data, develop recommendations for identified problem areas, and propose short and long-term system actions to implement and implement plans under the Director’s supervision. Additional functions/responsibilities include, but are not limited to: Ensuring OSSE’s compliance with Medicaid and Nonpublic Payment processes, rules, and regulations; Participating in the development and communication of policies, procedures, and business rules; Assisting the Lead Medicaid state agency with Local Education Agency (LEA) provider recruitment, training, and retention activities; Managing and monitoring Local Education Agency (LEA) participation and performance in the Random Moment Time Study (RMTS); Ensuring the accuracy, timeliness, and completeness of the Medicaid data and time studies to ensure compliance with federal and local policies and requirements.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Bachelor’s/Master’s degree in a related field preferred. Prior experience in administration, public policy, or Medicaid billing, proficiency in Microsoft Excell, as well as comprehensive knowledge and skill in data analysis, system analyst, and cost-benefit analysis are highly desired skills of specialized experience.

Duration of Appointment: This is an Education Service (ES), “At-Will” Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
