Program Supervisor V
The Program Supervisor works under the general direction of the Disaster Case Management Program. Performs supervisory work leading the day-to-day operations of the Disaster Case Management Grant Program. Responsibilities Include interpreting federal and state laws and regulations and
department rules and policy as they apply to
service delivery. Program development; oversight of client eligibility determination and client service benefits administration, developing and Implementing best practices; ensuring effective utilization of resources. Facilitates continuous
program and process; DCM Contractor(S), Coordinates with FEMA, the Texas Division of Emergency Management, federal, state and local government officials, private sector partners, and community organizations during federal or state declared disasters. Supervises two employees, Program Specialist and Administrative Assistant
Essential Job Functions:
This position will provide guidance and direction to regular staff under the DCM Grant. Direct supervision is for Program Specialist and Administrative Assistant. HHSC temporary staff hired for a disaster may stay on for up to 24 months to support clients during and after a disaster. Provides daily oversight of the Disaster Case Management Grant.
Oversees the planning, development and evaluation of the programs. Manages the development and monitors program policy, operations and budgets to promote effective administration and delivery of the DCM grant (25%)
Oversees, Implements, and monitors program initiatives. Supervises programs to meet goals and objectives. Makes program management decisions Impacting service delivery design, service providers, and clients. Reviews and evaluates Impact of proposed federal and state laws on program objectives. (35%) Provides effective guidance and direction to temporary staff, contract and administrative staff. Coordinates program operations internally and externally as needed. Prepares program reports, and provides presentations.
Prepares responses and reports to management regarding program operations and status. (15%)
Supervises grant operations and monitors contracts. Monitors compliance with federal regulations, standards and other program guidelines. Ensures operations conform to federal program requirements. Identifies gaps and recommends improvements. (15%) Other duties as assigned. (10%)

Initial Selection Criteria:
Graduated from four year college or university with a degree in business, emergency management, criminal justice,
or related field is preferred. Emergency management experience. Experience working with or preparing federal rants.
Experience supervising or coordinating a team of individuals.
