PRIMARY DUTIES & RESPONSIBILITIES
Signing Bonus: New employees are eligible for a $5,000 bonus; with $2,500 paid on the first payroll, and $2,500 paid upon completion of six (6) month introductory period from hire date.
Salary to be Commensurate with experience
The Hiring range for this position is :$88,368.72-$110,460.90/Annually

SUMMARY OF JOB DUTIES:
Directly, or through consultant contracts, develop and manage the transportation utility program within the Public Works Department. Assets within this program include City-owned streetlights, the underground electric for those streetlights, and underground traffic signal electric and fiber optic lines. This position reports to the Traffic Manager.
PRIMARY DUTIES AND RESPONSIBILITIES:
Directs the expenditure of annual street lighting budgets for system operation and new lighting design and installation
Determines appropriate lighting levels for parking lots, public streets and pedestrian walkways.
Assists in preparation of annual operations budget for transportation utility facilities, annual capital improvement program for maintenance and, potentially, future construction of facilities
Provides technical expertise to Public Works and other departments and divisions
Ensures compliance with design, City policies and procedures, and governmental regulations
Oversees responses to citizen requests for service related to the installation, operation, and maintenance of traffic signals and streetlights
Directs, manages, and supervises critical day-to-day support for the street lighting systems for the Transportation Operations Division through field observations, data gathering, data analyses and engineering recommendations. Implements/executes street lighting changes as needed
Review and recommend changes to standard details and specifications for approved light poles, foundations, fixtures, and other attachments
Manages operation, maintenance, and locating of City-owned streetlights, the underground electric for those streetlights, and underground traffic signal electric and fiber optic lines
Responds to citizen inquiries and complaints
Ensures customer satisfaction with streetlight and transportation utility programs
Plans, develops, and administers transportation utility program strategies, goals, objectives, and priorities
Assist in determining positions and develop appropriate job descriptions or scopes of work for program positions and/or consultants
Assist in determining appropriate levels of staffing and funding
Provides supervision and performance evaluations to the transportation utility locating team
Participates in long range planning of activities and programs related to transportation utility facilities; recommends and implements policies, procedures, ordinances in response to city needs and objectives
Reviews construction plans and specifications
Negotiates contracts, makes presentations, recommends for approval construction documents for public construction
May lead multi-disciplinary teams
Performs additional duties as assigned
MINIMUM QUALIFICATIONS & WORKING CONDITIONS
Education:
Bachelor's or Associates degree from an accredited institution in public administration, business administration, engineering, or directly related field or an equivalent combination of certifications and experience.
Experience:
At least 5 years of professional level experience in design, construction and maintenance of public and commercial lighting, lighting systems, and underground utilities associated with streetlights and traffic signal systems.
Experience developing or managing a municipal transportation utility program is preferred. An equivalent combination of training, education and experience that demonstrates required knowledge, skills, and abilities may be considered.
Knowledge:
Knowledge of principles, practices and theories of outdoor lighting and traffic signal design, construction and maintenance, including technical knowledge of LED fixtures and drivers; international, federal, state and municipal building design requirements, codes and specifications.

Licenses, Certificates or Equipment Required:
Preferred registration as a Professional Engineer or Architect in the State of Colorado or ability to obtain within 6 months.
Certifications through IMSA as a Roadway Lighting Technician I and / or Traffic Signal Senior Field Technician III are also preferred and would be considered in lieu of professional licenses. Colorado driver's license with a good driving history. This position may require occasional use of personal equipment (e.g. vehicle, cell phone, tools, etc.).
Physical Demands:
Sedentary physical work requiring ability to lift a maximum of 10 pounds; occasional lifting, carrying, walking and standing; vision for data analysis and preparation; hand/eye coordination for operation of computer keyboard; foot/eye coordination for operation of motor vehicle for field inspections; speech communication and hearing to maintain communication with employees and citizens.
