The City of Jersey City is seeking qualified, dynamic, and experienced Human Resources Specialists to be embedded within City Departments. This role will be responsible for performing HR-related duties and working closely with the City Departments to support the Human Resources Division’s mission of creating a more productive, accountable, and engaged workforce for the City of Jersey City. This employee will be assigned a workstation at a City Department and will be directly reporting to the Division of Human Resources.
Job Duties:
· Serves as a strategic partner to the assigned Department or Division Director and HR Division to ensure delivery of outstanding service in the areas of employee/labor relations, compensation, and performance management.
· Interprets and applies policies, procedures, and local collective bargaining agreements by ensuring consistent application while working with management to provide solutions that balance the needs of the City and the employees in compliance with the City’s policies, and the New Jersey Civil Service law and regulations.
· Provides consistent HR support to managers and employees in the assigned Department to ensure education and implementation of processes, systems, policies, and best practices.
· Engages with union personnel, law department, management team and/or other parties to resolve employee relations matters, such as discipline and grievances.
· Investigates and evaluates union, employee, and management complaints or grievances and takes appropriate action as needed.
· Participates in the development and implementation of HR goals, objectives, and systems, including employee onboarding and Division orientation.
· Assists in managing and overseeing the performance of Department Staff and the overall administration of office activities and procedures.
· Processes all personnel actions forms and ensures proper approval through the City’s appropriate systems.
· Prepares clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations.
· Act as training coordinator for assigned Department, including tracking of employee licensing and certificate obligations, continuing education requirements and learning and development programs.
· Any other duties as assigned by the HR Division Director.

Required Educational Background: Bachelor’s degree in Human Resources Management, Labor Relations, Psychology, Business Administration, or a closely related field. Five years of substantive HR experience may be substituted for a Bachelor’s degree.
Required Experience: Two (2) to four (4) years of progressive Human Resources experience with experience in employee/labor relations preferred.
Essential Skills:
· Maintains knowledge and understanding of laws and regulations related to human resources, labor relations, collective bargaining and unions.
· Excellent organization, written, oral, and communications skills, including the ability to produce and deliver presentations.
· Ability to plan, organize, and coordinate work in situations where numerous diverse demands are involved.
· Strong interpersonal skills with the ability to work collaboratively and foster positive and professional relationships.
· Exceptional analytical skills with the ability to prepare clear, sound, accurate, and informative conclusions and recommendations.
· Ability to exercise independent judgment and discretion regarding confidential matters.
· Strong computer skills in MS Windows environment, including MS Office skills (Outlook, Word, Excel, & PowerPoint), and report preparation.
· Proven ability to establish and maintain effective working relationships with other City of Jersey City employees, public officials, and the general public.
Preferred Education/Skills/Qualifications: PHR (Professional in Human Resources) and/or SHRM Certified Professional (SHRM-CP) and/or SHRM Senior Certified Professional (SHRM-SCP) and/or International Public Management Association for Human Resources Certified Professional (IPMA-CP) highly preferred at time of hire or ability to obtain within 12 months of hire date. Master’s degree in Human Resources or business administration from an accredited university or college preferred.
This is a Civil Service Job and you must eventually pass and qualify for an applicable Civil Service title.
