The Challenge:
The U.S. Department of Veterans Affairs (VA) needed to quickly modernize its IT systems to better serve veterans and their families. Traditional government software development programs were too slow, taking years to deliver solutions, which delayed care for veterans.
Solution:
The VA established the Digital Transformation Center (DTC) to speed up modernization using emerging technologies. The DTC leverages SaaS, PaaS, and other advanced tools, initially starting with a single Salesforce instance that accelerated IT solution development by 3-6 times. Expanded in 2019, the DTC now supports various platforms like Microsoft Power Platform, Dynamics 365, ServiceNow, and Pega
The original contract called was DTC held by Octo Consulting, then they got bought out by B3 Group, then they got bough out by IBM.
Scope: Create, maintain, enforce, analyze and update the Standards and Governance established by the current DTC. The Contractor shall provide technical and operational support to the DTC for SaaS, PaaS, and emerging technologies. The Contractor shall also provide governance, operations, and maintenance services to support all aspects of the DTC including project management, security and compliance, platform governance, platform management, solution governance, engineering, license management, solution sustainment, platform sustainment, product and technology adoption and socialization, and end user support.
Description:
The Contractor shall manage, coordinate, and deploy all updates to technology environments. This includes release planning and requirements refinement with a unified, program-wide, product backlog management process. As part of this task, the Contractor shall develop and maintain a Major and Minor Release Schedule to enable the DTC to effectively deliver new applications and functionality to its production environment.
The Contractor shall develop, plan, coordinate, deploy, and maintain a DTC Enterprise Release Schedule for Minor release and Off-cycle release items to enable the DTC to effectively deploy and deliver minor functionality, hot fix remediations, and patches to the LCNC platform production environment.
Minor release schedule items include:
a. Patches
b. Updates
c. Minor platform enhancements
d. Minor solution enhancements
Off-Cycle release schedule items include:
a. Enterprise Platform defects
b. Critical application defects
c. Critical security patch
d. Other Hot Fix or Quick Fix Engineering updates, patches, and remediations
Qualifications (Must Meet all Qualifications):
- 10 years total work experience
- Shall have extensive experience (five+ years) and depth of understanding of an enterprise level platform and application release synchronous and on-demand (Continuous integration/continuous delivery (CI/CD) release cycles for a diverse technology platform and product ecosystem with large scale deployments.
- Responsible for all releases to production. For each identified platform, release managers, at least one must be a Certified Development Lifecycle and Deployment Designer.
Degree/Experience Requirements: Bachelor’s degree or higher and at least 10 Years experience, associate’s degree and 14 Years experience, and 18 Years of experience in Lieu of any Degrees. Client prefers candidates with degrees.
The client already has a resource with the SalesForce Certified Development Lifecycle and Deployment Designer qualification on their team – that’s a nice to have but not necessary.
