Under the immediate supervision of the Division Supervisor and under the general supervision of the Operations Manager, perform semi-skilled and skilled labor in the maintenance, construction, repair and service work of City streets, rights-of-way, alleys, medians and storm water inlets as well as snow and ice control operations. May be assigned to any division within the Public Works Department as a substitute for individuals on vacation, sick leave, etc., or during heavy workload periods. This position is subject to emergency callouts and must be able to work both scheduled and unscheduled overtime, including nights, weekends and stand-by, as required.
Position will be filled as a Technician I, Technician II or Technician III, dependent upon the needs of the department and the qualifications/experience of the preferred candidate.
ESSENTIAL FUNCTIONS
Technician I
- Assists crews in performing assigned maintenance, construction, repair, and service work on City streets, rights-of-way, medians, alleys, and storm water drainage systems (inlets).
- Learns to operate a variety of equipment, machinery and tools used in department projects and activities, which may include and is not limited to concrete finishing, asphalt finishing, , rollers, compaction equipment (jumping jack, vibratory plate), hotbox, crack seal machine, , asphalt recycler, brine making equipment, and street sweeper.
Technician II
- Independently performs assigned maintenance, construction, repair, and service work on City streets, rights-of-way, medians, alleys, and storm water drainage systems (inlets).
- Skillfully operates a variety of equipment, machinery and tools used in department projects and activities, which may include and is not limited to concrete finishing, asphalt finishing, , skid steers (milling heads attachments), backhoe, front-end loader, rollers, compaction equipment (jumping jack, vibratory plate), hotbox, crack seal machine, asphalt pavement milling machine, asphalt recycler and brine making equipment.
Technician III
- Plans, prioritizes, reviews and manages scheduled and assigned maintenance, construction, repair, and service work on City streets, rights-of-way, medians, alleys, and storm water drainage systems (inlets).
- Leads work crews performing construction and maintenance activities; prioritizes work and determines what equipment and materials are needed to accomplish work assignments; coordinates with other city departments (as necessary) and implements preventative maintenance procedures and schedules.
- Reviews and inspects the work of assigned technicians to ensure work quality and timely completion of assigned duties and responsibilities.
- Skillfully operates a variety of equipment, machinery and tools used in department projects and activities, which may include but is not limited to street sweeping equipment, concrete finisher, asphalt finisher, asphalt paver, skid steers (milling heads attachments), backhoe, grader, front-end loader, rollers, compaction equipment (jumping jack, vibratory plate), hotbox, crack seal machine, asphalt pavement milling machine, asphalt recycler and brine making equipment.
- Responsible for training crew in work techniques and the proper use and maintenance of all equipment; including adherence to proper safety precautions related to all work performed.
- Responsible for evaluating activities of subordinate technicians, and provides advice, assistance, and training (as needed) to correct deficiencies.
REQUIRED TRAINING, EXPERIENCE, AND QUALIFICATIONS
All Technician positions (unless otherwise noted):
1. Any combination of training and experience which will indicate the possession of the skills, knowledge and abilities listed above.
2. High school diploma or GED, to ensure the ability to read, write, perform basic math.
3. Experience in street maintenance or civil construction:
- Technician I - (0-4) years preferred.
- Technician II - Five (5) years required, including experience in the operation of heavy equipment.
- Technician III - Eight (8) years required, including experience in the operation of heavy equipment.
4. Possession of a valid State of Ohio Motor Vehicle Commercial Driver's License:
- Technician I - Class B with air brake and tanker endorsement, or the ability to obtain a license within a six (6) month probationary period.
- Technician II & III - Class A with air brake and tanker endorsements.
5. National Incident Management System (NIMS) ICS 100, ICS 200, ICS 700 Certification within 12 months from day of hire.
6. Equipment Operation
- Technician I - Vehicle fueling, dump truck, skid steer, snowplow/salt spreader, brine truck, street sweeper.
- Technician II - Backhoe, forklift, pavement roller, loader, pavement zipper
- Technician III - Asphalt paver
7. Technology & Communications
- Technician I - Email/ESS
- Technician II - Daily reports, loader scale, brine mixing equipment,
- Technician III - GIS/PreCise Fleet Software, City works/work order management, public communication, manage division in absence of supervisor.
8. Safety & Training
- Technician I - Blind spot training, basic first aid, Personal Protective Equipment (PPE), Heat/Cold stress, Construction zone flagging, Snow & Ice control (LTAP), snow & ice management operations, concrete forming/placement/finishing, asphalt transportation/placement/compaction.
- Technician II - Work Zone Traffic Control & Safety (LTAP), Load Securement (LTAP).
- Technician III - Asphalt construction fundamentals, Concrete construction fundamentals, Pretreatment/Anti-icing/De-icing fundamentals), curb ramp layout, construction material estimating.

Pay: $23.34 - $35.05 per hour
