iCUBE Inc. is looking for an experienced (10+ yrs experience) Data Governance specialist with Enterprise Data Governance experience associated with establishing and implementing an overall organizational data architecture, governance and management strategy. The contract requirement is to help a federal agency build the Office of the Chief Data Officer that will be able to establish an enterprise data program.
Responsibilities include the following activities:
- Support the Department in strengthening data governance efforts to include development, maintenance and updating of a strategic and tactical Data Strategy and Roadmap, including related data priorities, performance measures and indicators.
- Create Data Governance Adoption and Implementation Plan. Develop a detailed implementation schedule that includes the specific actions, responsible parties, and timeline
- Recommend a framework for collecting and reporting on metrics or KPIs to measure the adoption of data policies/processes/standards and to measure the beneficial impacts of data governance.
- Develop a data change management program and prepare training programs and associated materials.
- Support the establishment, implementation, and maintenance of data governance across the Department; logistical, planning and facilitation support for the Agency and relevant working group as appropriate.
- Support the implementation and operations of the Data Governance Board. These activities may include but are not limited to gathering input from across the Department to develop with approval of the Program Office and enforce sound data governance policy and process decisions throughout OCDO; coordinating with other Agency bodies and providing logistical, planning and facilitation support; assist in developing governance material.
- Support activities such as establishing, standardizing, creating efficiencies across the Department through shared data support services and document and evaluate Department processes around data. The focus will be on key drivers such as: data access and availability, Metadata management, Master Data Management, data governance, coordination and planning for data management, data knowledge and skills, data collection, information collection processes, staff capacity, open data, among other areas.
Qualifications:
- Bachelor’s degree or equivalent training with data management tools, techniques, and manipulation
- 10+ years of data management, data governance, data engineering, data modeling, data strategy
- 10+ years of Metadata management and Master Data Management
- 10+ years of experience and knowledge assessing enterprise data maturity using data maturity model
- 10+ years of experience and knowledge of Federal Data Strategy and associated action plans
- 10+ years of experience and knowledge of Federal Open data initiatives
- 10+ years of experience and knowledge of establishing an enterprise data literacy, education, and outreach plan
- Demonstrated track record of domain expertise including understanding technical concepts necessary and industry trends, and possess in-depth knowledge of immediate systems worked on and some knowledge of adjacent systems
- Strong problem solving, written and verbal communication skills with the ability to work collaborate well with team members and business partners
- Experience working with federal agency OCDO is a plus

Pay: $100,000.00 - $180,000.00 per year
