Job Title: Code Enforcement Officer
Reports to (Title): Commuity Development Director FLSA: Non-Exempt
Department/Division: Community Development Starting Salary: $56,538
GENERAL SUMMARY:
The incumbent of this position performs skilled field inspection and code enforcement work in securing compliance with all laws, regulations and ordinances. Duties include inspecting properties, preparing reports of findings and the initiation of appropriate correspondence and notices to occupants and owners. An employee in this class works in the field and office and is responsible for making decisions requiring judgment and exercising tact, firmness, and initiative during often-sensitive contact with property owners. Performs the enforcement of City Code to achieve compliance, investigating complaints and determining the appropriate enforcement action, pursuing legal remedies through the code enforcement board and/or the City Attorney. This position requires an ability to work with a team of people, knowledge of local regulations and state regulations, as well as record keeping procedures.
DUTIES AND RESPONSIBILITIES:
- Receive, review, and respond to questions and complaints from citizens and City staff regarding various codes.
- Research and administer City code and appropriate State and County laws for application toward a violation.
- Understand and abide by the restrictions placed on his/her authority.
- Perform onsite inspections of properties, overgrown properties, illegal dumping, garbage complaints, sign violations, etc. to determine compliance with laws, codes, regulations, and ordinances.
- Work with property owners to achieve compliance.
- Issue written compliance orders and perform follow-up inspections.
- Represent the City as a witness during legal proceedings related to code violations.
- Prepare all code violations by obtaining documents and evidence, taking photographs, subpoenaing witnesses, and preparing written documentation for presentation to the Code Enforcement Board.
Handles “in-person” and telephone contact with the public regarding code enforcement.
- Creates and maintains appropriate files.
- Files field inspection reports and other related documents.
- Prepares inspection report for statistical reports as required.
- Files inspections, plans, etc. in an appropriate manner and retains for the period required by law and insures they are available as needed. Provide assistance to other employees as needed.
- Perform other related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge and use of proper English, spelling, and vocabulary. Knowledge of principles of public relations. Knowledge of state, county, and city regulations. Knowledge of rules of evidence.
Knowledge of court procedures. Knowledge of first-aid methods. Knowledge of local government operations; policies, procedures and activities of the City and Code Enforcement practices as they pertain to the performance of duties.

Ability to establish and maintain effective working relationships with associates and the general public. Ability to relate with a variety of persons under varying circumstances. Ability to communicate relevant information to the public regarding City ordinances, building and code enforcement division procedures and the general overall development plan and process. Ability to apply the general principles of the building department effectively. Ability to comprehend, interpret, and apply regulations, procedures, and related information. calculations. Ability to read and interpret laws, codes, ordinance, and policies. Ability to work independently, schedule, and coordinate personal workload.
EDUCATION AND EXPERIENCE:
High school diploma or GED; supplemented by some to no previous experience or training involving inspector experience related to building and safety and fire inspector; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job. Must pass a background investigation and drug test. Must possess and maintain a valid
Florida driver’s license.
LICENSES AND/OR CERTIFICATES:
Bachelor’s Degree in Public Administration, Criminal Justice, Construction Management, or a closely related field.
Member of the Florida Association of Code Enforcement (F.A.C.E.).
Member of the American Association of Code Enforcement. (A.A.C.E)
Hold a certificate as a Code Enforcement Professional under the F.A.C.E or A.A.C.E.
Hold a certificate as a residential building inspector under the International Code Council (I.C.C.)
