General Functions
Serves as the lead resource to staff and management for an Orange County Human Resources (HR) Service Center in all areas including recruitment, selection, employee and labor relations, benefits, retirement, training, personnel records and transactions, and other related services. This position may have supervisory responsibility and reports to the Senior Human Resources Advisor.
Candidates with a background in PeopleSoft HR Systems and KRONOS timekeeping software are strongly encouraged to apply.
Representative Duties/Assignments
- Supports the HRIS team in ensuring consistent application of key polices and key strategic initiatives and compliance with all federal, state, and local laws, rules, regulations and policies that pertain to Human Resources technology.
- Provides information on County benefits plans including Family Status Changes, benefits enrollment, etc.
- Supports HRIS in a variety of projects and initiatives. Researches current HR industry trends, initiatives and best practices. Works with HR Administration and staff to collect, analyze, verify and organize complex data.
- Provides guidance to staff regarding processes, technology support, methods, policies, and procedures.
- Effectively utilizes and manipulates multiple HR and benefits information systems to analyze and interpret data and identify processes that require improvement and support implementation of changes.
- Partners with HR and leadership team to develop materials to effectively train end-users on how to use systems.
- Assists with the design and execution of the communications strategy to enable effective utilization of Human Resources technology services.
- Prepares communications and briefings for County management and staff.
- Supports HRIS in a variety of projects and initiatives to include, but not limited to; HR metrics and analytics; HRIS testing and upgrade assessments; reporting and analysis; training material configuration and review; data integrity and system audits.
- Researches, evaluates and makes recommendations based on area of assignment, includes but is not limited to: external training tools, programs and resources; appropriate selection and development assessments; report configuration, HR system process, HRIS initiatives, time and attendance, leveraging technology.
- Prepares dashboards, technical reports, and other documents for strategy, policy, process development for presentation and distribution to management, employees, citizens and/or community partners. Makes recommendations both orally and in writing.
- Supports ongoing processes such as recruiting, benefits, and compensation administration, performance management, onboarding and compliance.
- Performs other related duties as required.
Minimum Qualifications
Requires a Bachelors Degree from an accredited institution in Human Resources, Business or Public Administration or closely related field and three years of varied professional level experience in human resources or an equivalent combination of relevant education or experience on a year for year basis.
Preferences
Masters degree from an accredited institution in Human Resources Management, Business or Public Administration, or closely related field may be substituted for up to two (2) years of the required experience or an equivalent combination of education and experience.
Professional certification in human resources or a closely related field.
