Position Summary
The Manager of Operations oversees daily transit operations, leads a team, manages budgets, ensures regulatory compliance, and implements strategies for improved service and customer satisfaction. Their leadership and strategic direction contribute to providing safe, accessible, and efficient public transportation services.
Essential Job Duties
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive.
- Lead, review, and manage daily operations, staffing, and organization within the department.

Lead and motivate supervisors and frontline staff.

Establish and enforce policies, ensuring compliance with regulations.

Drive initiatives to enhance operational efficiency and customer satisfaction.

Develop and implements operational goals, objectives, and procedures, keeping the director informed of decisions, actions and results.

Coordinate operations with internal and external stakeholders.

Ensure adherence to safety protocols and regulatory requirements.

Review and investigate public complaints and transit incidents, preparing reports and maintaining related records.

Manage department software including scheduling and dispatch systems.

Supervise staff preparation for audits and inspections conducted by federal and state officials.

Manage activities and personnel functions within the Operations Department, including hiring, discipline, payroll activities, scheduling, performance reviews, leave tracking, status changes, terminations, reinstatements, attendance, accidents, and bonus eligibility/payments.

Conduct and supervise training programs for various operational roles.

Assist RFTA leadership with budgeting, billing, cost analysis and manages departmental procurement needs.

Lead by example, promoting accountability, teamwork, high-quality work and ensures road supervisors and dispatchers are aware of any relevant events or issues.

Represent the organization in community committees and planning/construction issues relevant to RFTA.

Education
Bachelor's degree in business, public administration, or related field, or equivalent combination of education and experience are required.
Certifications and Licenses
A Class B Colorado State Commercial Driver's License with a P2 endorsement, preferred but not required.
Experience
At least 5 years' experience in public transit operations, with three (3) years of supervisory experience.
Supervisory Responsibility
Leads a team of supervisors, dispatchers, frontline and support staff. Is responsible for various personnel actions.
Working Conditions
This position works in a controlled-access, office environment for periods of up to 8-12 hours per day sitting or standing. The pace may range from sedentary and uneventful to chaotic with a high amount of stress. Demonstrated physical ability to climb stairs, reach above shoulder level, walk for an extended distance, bend, stoop, lift, push/pull up to 70 pounds without assistance.
May work erratic schedules ranging from graveyard shift to mid-day. Weekends and holidays are subject to normal scheduling for this position. Position is expected to work a schedule that has a crossover with all dispatchers.
Travel to attend training and conferences may be required as necessary.
