NEW Water, the brand of the Green Bay Metropolitan Sewerage District, is seeking a highly qualified and dynamic leader for the role of Executive Director. The ideal candidate will have the ability to lead and motivate people within and outside of NEW Water. This involves communicating and building relationships with various groups such as the NEW Water Commission, division directors, staff, municipal customer representatives and significant industrial dischargers.
Job Summary
Serving as NEW Water’s Chief Executive Officer, the role involves supervising all staff and operations, while developing and fostering a work culture that values safety, respect, teamwork and the environment.
The ideal candidate will have, in-depth experience of, wastewater treatment and wastewater regulatory compliance together with experience leading a progressive team. Our next Executive Director will be dedicated to the safe management of wastewater and protecting our most valuable resource, WATER.
The Executive Director plans and develops NEW Water’s programs, policies and activities and (as approved and adopted by NEW Water’s Commission) is responsible for the implementation and ongoing management of those areas. The Executive Director collaborates in the development and implementation of divisional, department and individual employee goals ensuring alignment with NEW Water’s mission, vision and strategic plan.
This role upholds the core practices of management by providing leadership development and direction, ensuring safety and regulatory compliance, managing fiscal responsibility, promoting organizational optimization, developing customer and key partner relationships, and assuring the resiliency and sustainability of NEW Water. In addition, the Executive Director is charged with partnering with Brown County, the local municipalities, the business community, local industry, and others within the area in which NEW Water serves.
Key Responsibilities
- Provides strategic leadership, providing visionary direction, and fostering innovation within the Executive Team to align with the organization’s long-term goals and objectives.
- Oversees the organization human resources functions ensuring alignment with organizational strategies for talent acquisition, development, and retention, fostering a culture of excellence and growth.
- Drives the strategic agenda and facilitates the monthly NEW Water Commission meetings, leveraging these opportunities to advance organizational goals and foster stakeholder engagement.
- Directs the formulation and execution of the annual NEW Water budget, integrating financial planning with strategic priorities to optimize resource allocation and achieve sustainable financial health.
- Proactively updates the Commission on important customer relations, fiscal, regulatory, legislative, strategic planning and legal issues relating to NEW Water in a timely manner.
- Ensures all NEW Water ordinances, permit, and environmental compliances, aligning with regulatory requirements and proactively addresses emerging environmental challenges to uphold the organization’s commitment to sustainability and environmental stewardship.
Qualifications
- Master’s Degree in Public Administration, Engineering, Environmental Planning or a related field (equivalent combination of education, training and experience will be considered).
- Mininum of 12 years’ experience, including five years of supervisory experience.
- Preferred experience engaging with local governments/municipalities and administrative/management experience at a senior level.
- The Executive Director is expected to reside, or be willing to relocate to, the NEW Water Service Area.
Salary and Benefits
The Executive Director role is placed in to Pay Grade 21 within the NEW Water pay structure. Starting salary will be placed within this grade and will be determined based on the qualifications and experience of the selected candidate.
- Pay Grade 21: $179,545 - $253,468

NEW Water’s team has been monitoring water quality for more than 37 years and has been able to collect 119,906 samples from 34 different stations located throughout the lower Fox River, East River and Bay of Green Bay. These efforts, along with the thousands of dollars received in grants, have created programs and initiatives that bring industry partners and our community together in keeping our waters healthy.
Ranking as the 3rd largest wastewater treatment facility in Wisconsin, NEW Water covers a service area of 285 square-miles, collecting and treating an average of 41 million gallons of water per day. Currently, NEW Water’s service area includes 15 municipalities and around 238,000 residents.
