PAWS Senior Manager, Shelter Operations
Overview
PAWS of Coronado, a 501(c) (3) non-profit was founded twenty years ago with a mission to advocate for animal welfare and to find every animal in our care a safe and loving forever home. PAWS is a rescue/shelter hybrid that operates the animal shelter for the City of Coronado while maintaining rescue programs funded by the PAWS Foundation. PAWS animal population averages approximately 400 animals per year.
As we continue to build our organization in service of our mission, we are looking for a Senior Manager to oversee our shelter operations.
Job Objectives
Under the guidance of the PAWS Board of Directors, the Senior Manager, Shelter Operations, will manage the day-to-day operations of the Coronado Animal Care Facility (CACF) to meet the requirements of the PAWS Board and the City of Coronado contract. This includes managing the care of animals entering our shelter from intake through to their exit from the CACF via adoption, return to owner or transfer to another shelter or rescue. The Shelter Operations Manager will directly oversee CACF activities, including animal care, medical operations, and placement (foster, adoption, and transfer) as well as volunteers assisting with these activities. This role will collaborate with PAWS Veterinary Services Manager who is responsible for clinical direction and oversight and PAWS Senior Manager, Fund Development who oversees fundraising and community engagement.
This position reports into the PAWS Board of Directors. The Shelter Operations Manager will work on-site at the CACF including weekend days as needed to ensure appropriate execution of operations. Upon occasion, the Operations Manager may need to be available after hours to assist with emergencies.
Essential Job Functions
Oversee and manage supervisors and staff in the execution of day-to-day shelter operations activities and ensure the cleanliness and upkeep of the CACF.
Population Management – 15%
Oversee the pathway of animals from intake through to exit.
- Oversee intake of animals to ensure timely completion of all relevant protocols to prepare animals for adoption
- Understand and report on the progress and pathway of animals during their time with PAWS. With other managers and staff, identify where interventions may be needed to enable an animal’s pathway
- Provide input into care pathway conversations and decisions with PAWS Leadership and support appropriate communication of those decisions.
- Prioritize and facilitate creation of protocols and procedures needed to ensure the safety and wellbeing of our animal population, staff, and organization in collaboration with other Managers and Supervisors.
- Report and ensure transparency to PAWS staff and Board of Directors, regarding animal population/inventory and related operational activities.
- Oversee and directly provide, as needed, 24 hour on-call support for the Coronado Police Department and emergency hospitals related to seriously ill or injured animals (shared on a rotating basis).
Medical Operations Oversight & Support – 25%
Under the clinical direction of the Veterinary Services Manager and other veterinarians, ensure medical services are provided as appropriate to PAWS animals.
- Manage staff, including Medical Supervisor and Registered Vet Technicians (RVTs). This includes scheduling, directing activities, approving payroll, coaching, hiring, and performance management in accordance with PAWS policy and budget
- Coordinate execution of veterinary procedures (diagnostic, interventional) under veterinary guidance and ensure timely, appropriate execution of the following:
o Intakes and any other medical procedures determined to be necessary by the PAWS Veterinary Services Manager and other veterinarians
o Maintenance of medical files for individual animals
o Uphold PAWS animal care standards and ensure they are executed by staff
o Ensure appropriate medications, specialized food, and supplies are ordered in the most cost-effective manner and administered and documented in accordance with guidance.
o Develop and maintain professional relationships with service/sales representatives from outside vendors (pharmaceutical companies, reference laboratory, etc.).
Animal Care and Behavior Oversight and Support – 25%
Oversee the care, enrichment and behavioral assessments and interventions for PAWS animals
- Manage staff, including Animal Care and Behavior Manager and Animal Care Attendants. This includes scheduling, directing activities, approving payroll, coaching, hiring, and performance management in accordance with PAWS policy and budget
- Uphold PAWS animal care standards and ensure they are executed by staff
- Establish and oversee execution of procedures to ensure cleanliness and appropriate upkeep of the CACF including public spaces, animal habitats, exercise yards, and medical areas
- Ensure care, enrichment and behavioral supplies needed to execute operations are available
- Support and monitor staff and volunteers involved in walking or interacting with animals to ensure safe handling and positive interactions.
- Able to work with animals up to 80 lbs, including ability to properly restrain and move
Adoptions, Foster, and Rescue Coordination Oversight & Support– 25%
Oversee all foster and adoption coordinators and activities to help ensure successful placement of PAWS animals into foster and forever homes or exit to qualified rescues or shelters. These include:
- Gather animal medical, behavioral, and other relevant information to enable an animal to be successfully placed in a foster and forever home.
- Create bios, social media posts and other marketing campaigns to promote the animal and to attract fosters and adopters
- Respond to adoption inquiries and applications including home checks, meet and greets, dog introductions and other relevant adoption activities
- Screen potential foster families, place animals in homes, and train fosters, communicating PAWS foster expectations and policies. Monitor ongoing well-being of animals in foster program
- Ensure foster and adoption paperwork is complete and shelter software is current
Administration and Recording Keeping – 10%
- Coordinate with the City of Coronado or other external maintenance provider for maintenance of the facility as needed. Identify and participate in discussions for longer-term facility improvements
- Provide input and manage to the budget approved by the PAWS Board of Directors
- In addition to routine maintenance of medical records in shelter software, perform other pertinent record keeping and reporting including creating and maintaining master lists, internal reports, and documentation.
Performs other related duties as assigned

Qualifications and Education
- Associate or Bachelors Degree preferred
- Seven plus years experience in animal care and welfare, preferably shelter environments
- Minimum five years managing, supervising, and leading employees including providing direction, professional development, performance management, recruiting and administrative activities
- Experience helping organizations and staff understand and manage change
- Competency in using software (e.g., shelter management software) to track and manage animal population and to execute other relevant reporting
- Competency in solving problems through analytical skills and data-driven decision making
- Ability to collaborate, influence and negotiate approaches and outcomes with PAWS and partner staff.
- Strong communication and customer service skills
- Willingness to learn and contribute ideas
- Able to work independently while completing tasks
