Position Summary
This position provides quality customer service to the residents of Brooklyn Park and the general public in the Motor Vehicle Licensing area.
Strong communication skills, math aptitude, data entry, 10-key proficiency and accuracy are a must to be successful in this position. Key skills include balancing a register, updating data records and the ability to multi-task while serving the public over the counter in an energetic environment. Effective communication with the ability to work with various cultures and work well within a team is important.
The eligible list created from this exam may be used to fill Program Assistant II positions as they become available within the City.
Essential Duties and Responsibilities
Evaluate, prepare and process motor vehicle title and registration applications
Process vehicle tab renewals, duplicate Minnesota driver's license applications, disability certifications and license plate applications
Respond to telephone and walk-in inquiries and requests for information
Evaluate, prepare and process Department of Natural Resources (DNR) recreational vehicle title and registration applications and Fish and Game licenses
Provide general customer service support
Accurately use a computer-based cash receipting system
Accurately balance cash drawer with receipts
Other duties as assigned
While these are the primary focus of the position, we believe strongly in teamwork and employees will be called upon to perform a variety of duties as part of their role with The City of Brooklyn Park.
Minimum and Desired Qualifications
Education
High school diploma or equivalent
Experience
Two (2) years service counter customer service experience
One (1) year current cashier experience using computer-based cash receipting system
Must be able to prove US Citizenship and be able to pass a BCA (Bureau of Criminal Apprehension) background check
Must test and become a “Certified Title and Registration Professional” by the State of Minnesota Driver and Vehicle Services Division (DVS) within 6 months of starting employment. This Certification must be kept current while employed.

Previous experience working in a motor vehicle licensing Deputy Registrar office highly desired

In depth current knowledge of laws, policies, rules and regulations relating to Deputy Registrar office transactions
MN Department of Public Safety, Driver and Vehicle Services Title Clerk certification
Accurate 8,000 - 10,000 keystrokes per hour (kph)
Two (2) year associate (or higher) postsecondary degree in business or closely related field
Advanced professional training in or additional experience providing service counter customer service in a high-volume environment
Previous experience working with people from various cultural, socioeconomic, racial and ethnic backgrounds.
Fluency in Spanish, Hmong, Russian, Somali, Laotian or Vietnamese language(s)
Working Conditions

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience, skills' assessment and/or an interview. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. Human Resources Department reserves the right to limit the number in any phase of the selection process.

The U.S. Department of Homeland Security (DHS) and Minnesota Statutes requires that employees of Driver License Agent offices undergo a fingerprint based criminal history records check performed by the Bureau of Criminal Apprehension (BCA) and the Federal Bureau of Investigation (FBI). An applicant must be able to prove U.S. Citizenship and pass a BCA background check.

Anticipated Work Schedule: This is a full-time, non-exempt, non-union position with a flexible schedule. The office hours are between 8:00 a.m. and 4:30 p.m. Monday through Friday.
Anticipated Hiring Wage: $25.30 per hour
