Chief of Staff - Geospatial Analyst
Overview:
· Supporting the DOE/NNSA Office of Emergency Management, the Geospatial Analyst will assist in the design, development, and maintenance of geospatial applications utilizing ArcGIS software (ArcGIS Pro, ArcGIS Online, Experience Builder, Storybook, etc.).
· The Geospatial Analyst will support various mapping tasks requiring a working knowledge of geographic principles, cartography, geoprocessing, spatial analysis, and data management; as well as collect, validate, and synthesize data related to emergency/disaster management to meet stakeholder requirements.
Location: Washington, DC; Albuquerque, NM; Germantown, MD; or Denver, CO.
Duties include:
· Develop maps, charts, graphs, and assessments in support of the Emergency Operations Center.
· Collaborate with geospatial stakeholders at agency headquarters, field components, and other emergency management partner organizations to prevent duplication of effort and to promote information sharing.
· Engage in client meetings, trainings, and related presentations.
· Identify information gaps, develop source-directed requirements, and identify alternate sources to garner information.
· Develop advanced analytical techniques to increase geospatial capabilities and activities that support stakeholder requests.
· Contribute to geospatial application development extending basic functionality and customize applications to meet specific requirements using the ESRI’s Developer Suite (ArcGIS App Studio, WebApp Builder, Experience Builder, ArcGIS Survey, ArcGIS Pro SDK, ArcObjects and ArcPy).
· Maintain, test, and perform bug fixes on existing applications.
· Support alternate work locations through the effective and timely use of multiple automated, telephonic, and electronic communications systems.
· Deliver training sessions on ArcGIS Online and GIS Dashboards.
· Participate in related meetings and serve on committees and working groups as appropriate.
Qualifications:
Education:
· Undergraduate or Graduate degree in GIS, geography, computer science, or related field or five (5) years geospatial experience.
Experience:
· Extensive knowledge of Esri ArcGIS software and capabilities:
· Three (3) years of experience in designing, developing, and testing ArcGIS web mapping applications, dashboards, story maps, and surveys.
· Three (3) years of experience applying geospatial analysis and related technology in support of operational planning, readiness, and exercises required for effective emergency preparedness and response in situations involving disasters, terrorism, or other national security related incidents.
· One (1) year of experience developing Geospatial applications using at least two of the following: Python, JavaScript, C#, Java, or related programming languages.
Additional qualifications:
· Excellent (written and verbal) communication and relational skills, with emphasis on client and team member engagement.
· Ability to work independently and collaboratively as part of a team with strong organizational, time management, and analytical skills.
Clearance Requirement:
· Candidate must be able to obtain and maintain a Q-clearance.
· Having an active Top Secret or DOE Q clearance is highly desirable.
Work Environment Requirement:
· This position will be a hybrid position, with the expectation that the incumbent will have to be in the office at least twice per week.
