Job Title: Intelligence Systems Analyst

SUMMARY Provide support in operational test and evaluation of National Security Agency (NSA) programs for Operational Effectiveness Suitability and Survivability (OESS).
JOB DUTIES AND RESPONSIBILITIES
- This position will entail duties for a Cyber Tester and Operational Test and Evaluation Tester.
- Coordinate and collaborate with Joint Interoperability Test Command’s (JITC) Cyber Survivability Assessment Team (CSAT) for National Security Agency (NSA) programs. Coordinate, plan, execute and report on Cooperative Vulnerability and Penetration Assessment (CVPA) and Adversarial Assessment (AA) for NSA programs. Collaborate with other DoD Agencies to identify Cyber Vulnerabilities, define Attack Vectors, evaluate operational cyber defense capabilities and the operational mission effects of those cyber threats acting within the system’s intended operating environment. Using CSAT provided templates, support development of Cyber Data source Matrix (DSM), Cyber Master Evaluation Framework (CMEF), Cyber Requirements Traceability Matrix (CRTM), and Data Collection Forms. Support development of Cyber Test Plans, Cyber Test Reports, Briefings such as Test Readiness Reviews (TRRs) and Quick Look Briefs (QLBs). Participate and collect data in CVPA and AA events. Identify, collect, and analyze program information. Participate in Data Authentication Group (DAG) to verify and validate findings.
- Assist in the evaluation of National Security Agency (NSA) Key Management Infrastructure (KMI) for Operational Effectiveness Suitability and Survivability (OESS).
· Assist in development and updating of the Analysis Structure (AS) which is comprised of the Data Source Matrix (DSM) and the Evaluation Framework (EF). Assist in development of Test Scenarios and Test Scripts to support the conduct NSA programs Operational Test and Evaluation (OT&E). Assist in development of various briefings such as the Test Concept Brief (TCB), Test and Evaluation Strategy Brief (TESB) and Operational Test Readiness Review (OTRR). Assist in development Operational Test Plan and Test Reports. Attend various teleconferences, meetings and working groups. Conduct data collection for system under test OT&E events · Conduct the system under test OT&E events · Ensure test requirements, test scenarios and test scripts adequately cover Key Performance Parameters (KPPS). Assist in development and updates of Critical Operational Issues (COIs), Measures of Effectiveness (MOE), and Measures of Performance (MOPs). Assist in data analysis of raw data to determine operational impact.
- Participate in Test and Evaluation (T&E) Integrated Process Working Groups (IPTs) and other meetings to facilitate planning and coordination.
- Provide administrative task support such as Monthly Status Reports (MSRs), Weekly Status Reports (WARs) and meeting minutes.
QUALIFICATIONS Required Certifications

Education, Background, and Years of Experience
- Requires a Bachelor’s degree with at least 2 years of experience; or an Associate’s degree with at least 4 years of experience; or 6 years of experience. One year of experience can be substituted by 15 semester hours completed towards a Master’s degree. Requires at least 1 certification in area of specialization. Additional certifications in the area of specialization may be substituted for experience but varies by certification. The degree must be in a relevant technical curriculum and experience must be related to the job duties.
ADDITIONAL SKILLS & QUALIFICATIONS Required Skills
- Candidate should have a thorough understanding of operational testing and evaluation.
- Candidate should have solid knowledge in Cybersecurity Testing.
- Candidate should have a thorough understanding of Net Ready – Key Performance Parameters (NR-KPP)
- Candidate should be familiar with testing and evaluation.
- Candidate should have knowledge of National Security Agency (NSA) operations.
- Ability to handle stress and work well under pressure
· Have practical and working knowledge of all Microsoft Office applications, advanced Excel knowledge · Analytical and critical thinking skills.

Preferred Skills
- Candidate should have knowledge with Key Management Infrastructure (KMI), cryptographic devices and COMSEC, Haipe Devices.

WORKING CONDITIONS
Environmental Conditions
- Government site with 0%-30% travel possible.
- Alternative work sites allow for regular telework or remote work flexibilities with prior coordination and authorization through supervisor and COR. Regardless of where work is performed, the Contractor shall ensure that work is completed effectively and that mission needs and requirements are met, without degradation of services.
Strength Demands
- Light – 20 lbs. Maximum lifting with frequent lift/carry up to 10 lbs. A job is light if less lifting is involved but significant walking/standing is done or if done mostly sitting but requires push/pull on arm or leg controls.
