SPECIFIC JOB DESCRIPTION:
This position is located in the Department of Defense (DoD), Office of the Chief Information Officer (CIO). Successful candidates will be an organized self-starter capable of performing tasks without the need for constant oversight and experience successfully working in a team environment. Assist government personnel by providing consistent, responsive, and high-quality technical support with detailed analyses and strategic recommendations of workforce management practices. Efforts will directly influence recruiting and retention initiatives in support of DoD CIO related activities. Key duties will include:
- Research, analyze, and identify DoD and federal IT skill gaps and root causes as well as recommend strategies to reduce gaps in cyber workforce positions
- Provide draft analysis and recommendations to meet functional community management lifecycle reporting requirements
- Provide support, on an ad-hoc basis, for a variety of Congressional response requirements associated with cyber workforce management
- Prepare responses to media requests, write newsletter articles, and provide website content to share insight on DoD cyber workforce trends and the status of ongoing workforce initiatives
- Analyze workforce data and prepare cyber workforce reports to meet requirements imposed by the Secretary of Defense, the U.S. Congress, the Government Accountability Office, the Office of Management and Budget, or the Office of Personnel Management
- Conduct research and analysis to identify cyber workforce trends; analyze data to assess the overall health of the DoD cyber workforce; develop strategic workforce documents; write cyber workforce reports and provide documentation to support advocacy for legislation, regulations, policies and tools necessary to sustain the cyber workforce
- Monitor congressional positions and actions on matters affecting all aspects of cyber workforce management and recommends Defense positions
- Write briefings and large-scale reports (15-30 pages) to convey status of DoD cyber workforce
- Prepare oral reports on cyber workforce matters to senior executives, managers, or other Defense/Federal Stakeholders
EDUCATION:
- Master’s degree in a related field
SKILLS AND EXPERIENCE:
- Top Secret/SCI clearance required at date of hire
- Minimum 15 years of combined Joint, Interagency, OSD, or Service Headquarters experience performing work related to task area
- Minimum 5 years of experience managing cyber manpower initiatives; coordinating programming and budget issues; preparing manpower and workforce products (i.e., executive briefs, decision papers, information papers, talking points, analysis, etc.); and representing senior leadership in cyber operations
- Strong communication, briefing and technical writing skills
- A high degree of interpersonal skill in working with various levels of technical and business-oriented individuals
- Experience/understanding of legislative processes
- Knowledge of DoD and Federal Workforce Data Sources
- Knowledge of DoD organization
- Experience with creating/modifying Congressional briefings and position papers,
