Job Summary
Under administrative direction of the Board of County Commissioners, responsible for the overall strategic and operational functions for the Tulsa County Social Services staff, programs, expansion and execution of its mission by performing the following duties.
Job Description
All candidates conditionally offered transfer, promotion or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. External job applicants with a confirmed positive drug or alcohol test result shall be denied employment and shall be required to wait one year before applying for another position within Tulsa County.
Salary: Compensation negotiable based upon experience
Range $76,334 ($6,361.19 monthly) - $120,107 ($10,008.95 monthly)
ESSENTIAL JOB FUNCTIONS

Develop an operational plan which incorporates goals and objectives that work towards the strategic direction of the department.

Draft policies for approval of the Board of County Commissioners and prepare procedures to implement the organizational policies, review existing policies and recommend changes as appropriate.

Oversee the planning, implementation and evaluation of the departments, programs and services in consideration of the availability of appropriations.

Ensure that the programs and services offered contribute to the Board of County Commissioners mission and reflect the priorities of the Board.

Monitor the delivery of programs and services to maintain or improve quality, based on data-driven analytics, projections and financials that can be effectively communicated to the Board, funders and community.

Oversee the planning, implementation, execution and evaluation of special projects.

Develop a comprehensive department budget, recognizing limitations, trends and demands to adequately fund department operations.

Manage and approve expenditures within the authority delegated by the Board.

Ensure that sound accounting procedures are followed to be consistent with acceptable practices, local and federal laws.

Provide the Board with comprehensive, regular reports on expenditures of the department.

Determine staffing requirements for department for management and of service delivery.

Recruit, interview, select, develop, evaluate, support, coach, retain or release high performance senior management team.

Discipline/release staff when required using appropriate and legally defensible procedures.

Inform the Board regularly of internal or organizational matters including relevant staffing issues, appropriations and program success or challenges and priorities.

Establish good working relationships and collaborative arrangement with community groups, funders, tribes, volunteers, elected officials and other organizations to facilitate the goals of the department.

Act as a consultant to the Board about internal and external issues and trends that affect the constituents of the County.

Assess options and develop actions based on these trends and conditions.

Be an external, local, national and international presence that publishes and communicates programs, program results as a model for program replication.

Identify evaluate and mitigate the risks to the department’s client’s, staff, management, volunteers, property, finances, goodwill and image.

Ensure applicable local, state and federal laws are strictly adhered to.

Identify, establish and advocate strategies to address complex social and human issues, participate in community-based planning.

Direct and coordinate disaster response and recovery activities for pre and post disaster in collaboration with TAEMA (Tulsa Area Emergency Management Association).

SUPERVISORY RESPONSIBILITIES
Manages three subordinate supervisors who supervise a total of 20 employees in the Emergency Shelter and, receptionist, and the George Prothro Medical Pharmacy. Also directly supervises two non-supervisory employees and one contract physician and one part-time nurse. Is responsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Education equivalent to graduation from an accredited four year college or university with a degree in Sociology, social work, or a related field; seven years of satisfactory, full time paid employment in social work or related field; including four years in a supervisory capacity; or any equivalent combination of education and experience, substituting one year of satisfactory, full time paid employment of a progressively responsible nature in the field of social work or similar activity for one year of the required education, with a maximum substitution of four years.
LANGUAGE SKILLS
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
