The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Training Unit provides frontline staff with the values, skills, and knowledge necessary to support Child Welfare and Juvenile Justice cases, primarily through core trainings provided by the James Satterwhite Academy. Juvenile Justice Training unit is responsible for delivering mandated pre-service and in-service training to Division of Youth and Family Justice (DYFJ) secure and non-secure detention staff. In addition, training is provided for DYFJ Close-to-Home (CTH) and Family Preservation Services (FPS) Congregate Care Specialists.
The James Satterwhite Academy (JSA) onboards up to thirty Youth Development Specialists (YDS) monthly each fiscal year. YDS are required to be well trained to work with youth in secure detention.
JSA Training Department liaisons with high level DYFJ leadership, Close to Home leadership and ACS Office of Human Resources to coordinate onboarding and training for newly hired and in-service staff.
Other ACS programs and agencies contracted by ACS with issues related to the courses and attendance at training sessions offered by Satterwhite Academy (JSA). We strive to facilitate and promote consistent attendance to all its regularly offered training opportunities at ACS.
Reporting to the Senior Director of Juvenile Justice Training the scope of work is highlighted below which this person will be responsible for:
- Participate in curriculum development and revision.
- Implement new mandates, policies and procedures.
- Facilitate trainer development sessions.
- Manage and lead virtual course offerings.
- Coordinate staff development activities as it relates to new/revised policies/procedures.
- This vacancy directly supports the hiring/training of front-line staff and services for children’s and families via DYFJ and Providers.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
The preferred candidate should possess knowledge of Juvenile Justice Initiatives and current secure detention practices. Have supervisory experience. Can successfully manage multiple assignments effectively and efficiently, both independently and collaboratively within a team. Excellent oral and written communication stills,strong organizational skills and attention to detail as well as a commitment to a collegial workplace are preferred.
