Description: The Recovery Navigator Program (RNP) is legislatively mandated by each behavioral health administrative services organization (BHASO) to establish a recovery navigator program under SB 5476. The Recovery Navigator Program (RNP) in Salish BH-ASO is the REAL (Recovery, Empowerment, Advocacy, and Linkage) Program. The REAL program provides community-based outreach to those who are at risk of arrest or have been involved in the criminal legal system and with substance use disorders and/or mental health conditions, including persons with co-occurring substance use disorders and mental health conditions. The REAL program is a harm reduction, recovery oriented, person-centered, community-based outreach program. An additional focus is the identification of historically underserved and marginalized individuals. The REAL program prioritizes referrals from Law Enforcement; however, any social service agency or community program can provide referrals to REAL program. REAL program is required to include staff who have lived experience with substance use disorders and/or mental health conditions, including persons with co-occurring substance use disorders and mental health conditions, or previously involved in the criminal legal system themselves.
RESPONSIBILITIES
The REAL program Project Manager position is critical to the functioning of the REAL program and the effective allocation of goods and support to the REAL program participants. The REAL program Project Manager ensures the program is implemented in accordance with the RNP Uniform Program Standards. The REAL program Project Manager will maintain effective collaborative relationships with all RNP partners and community stakeholders. Within this work, project management must be inclusive of persons with lived experience (both in the criminal legal system and behavioral health), as well as focus on engaging community voices which have been historically under-represented. The Project Manager is responsible for day-to-day supervision of REAL program outreach support/care managers and recovery coaches through regularly scheduled individual meetings. The REAL program project manager is responsible for coordinating clinical supervision for the team. The REAL program Project Manager will be available to the REAL program staff as needed for consultation when questions arise. The REAL program Project Manager oversees all aspects of the program including monitoring productivity and documentation.
REQUIREMENTS
· Represent the REAL program to community stakeholders using effective communication and strategic partnerships to best leverage the REAL program strengths and contribute to the success of the program.
· Development and coordination of community partner relationships, including Law Enforcement, court staff, community referral partners, community-based organizations, etc.
· Program oversight of all aspects of the Recovery Navigator Program.
· Advocating for individuals to gain access to a wide variety of community resources.
· Attending REAL Program Team meetings, trainings, and regional/state required meetings.
· Tracking and coordinating all purchasing activities with accuracy and timeliness.
· Facilitate conflict resolution between REAL Program staff and other staff or partners.
· Oversight of supervision of REAL Program Outreach Support/Care Managers and Recovery Coach(es) to ensure that REAL Program staff are completing job duties in accordance with job descriptions.
· Utilize resiliency practices and trauma informed care practices to provide clinical support of REAL program outreach support/care managers and recovery coaches with lived experience related to REAL program participants and/or experiencing secondary trauma.
· As necessary or appropriate, must be able to provide outreach, referral, and outreach support/care manager to ensure team flexibility during implementation and sustainment phases of their area’s coverage area.
· Ensure outreach, engagement, and coordination supports are consistent with program policies.
· Facilitates data collection, data reporting, and program evaluation efforts.
· Monitors and manages REAL program funds for monthly reporting to the SBH-ASO.
· Play an active role in required meetings, such as individual county REAL program meetings, REAL program regional meetings, REAL program Operational Work Group Meetings (OWP), REAL program Policy Coordinating Group (PCG), and other required trainings and meetings as requested.
· Coordinate with the REAL program Administrator regarding the REAL program.
· Additional duties as assigned.

· Demonstrate ability providing street-based outreach and engagement to offenders and difficult to engage populations. Street outreach requires the ability to easily navigate city streets on foot and tolerate a variety of weather conditions. Street outreach experience a plus.
· Demonstrate experience developing positive, collaborative relationships with law enforcement and social services providers to effectively serve mutual individuals.
· Understanding a recovery orientated perspective which defines recovery from mental health or substance use disorder as a process of change through which individuals improve their health and wellness, self-directed life and strive to reach their full potential.
· Understanding of substance use disorders and harm reduction strategies along with a demonstrated passion for serving individuals experiencing homelessness and behavioral health challenges highly desired.
· Understands and adheres to state and federal confidentiality regulations.
· Conducts self ethically and professionally at all times.
· Ability to be in rotation for 24/7 on-call response to referrals.
· Ability to flex schedule when necessary to accommodate special program needs.
· Lived Experience and experience in behavioral health system is desirable.
· Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.
· Ability to flex communication style to multiple cultural environments
· Excellent written and verbal communication skills, and ability to present to diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities.
· Must have competence using computer, photocopier, fax machine, smartphone and entering data into electronic database.
· Must possess a valid WA state Driver’s License, be able to use a program vehicle, as indicated, provide safe driving history and able to use personal vehicle at times.
· Computer skills & knowledge of Microsoft Office Suite desired.

CONDITIONS OF EMPLOYMENT
This person must be of the conviction that substance use disorder is a treatable illness and constitutes a public health problem. Must sign and date an Oath of Permanent Confidentiality covering all patients related information. Shall have no history of evidence of alcohol or other drug misuse for a period of two (2) years immediately prior to being hired by the agency and no such misuse while employed by the agency.
The Business and/or Executive Director shall sign and date the job description to affirm the validity of the information herein. The employee shall also sign and date the job description to signify compliance with the conditions of employment, minimum qualifications, and an understanding of the job responsibilities.
