POSITION SUMMARY
Under the supervision of the Chief Executive Officer, the Management of Internet Systems (MIS) Coordinator serves in various capacities to analyze, design, implement and manage computerized Internet systems and servers in our organizational environment. This is highly specialized diverse technology work with latitude to establish and accomplish the goals of the Community Health Center in Cowley County (CHCCC). The MIS Coordinator position is responsible for administering and coordinating the related activities of the organization in support of policies, goals, and objectives established by the CEO and the Board of Coordinators. The employee in this position assists the Chief Executive Officer, Chief Financial Officer, and the Chief Operations Officer in the administration and delivery of related programs.
The MIS Coordinator ensures cybersecurity. The employee in this position is responsible for and held accountable for maintaining patient/client confidentiality. The employee in this position is responsible for and held accountable for sensitive organizational management Internet confidentiality. An employee in this class is responsible for liaison between management, FQHC programming and service assignments which include staff and top-level management.
EXAMPLES OF WORK (ESSENTIAL FUNCTIONS)
A. Internet Technology
n Coordinates server and computer hardware and software systems to assist in the smooth and efficient flow of information.
n Supports the information strategy of the company based strategic goals of organization.
n Explores new technologies for future planning and potential implementation.
n Interfaces with industry (state, vendors, partner organizations) to stay up to date on information management and Internet technology matters.
n Responsible for meaningful use attestation for eligible professionals.
n Represents CHCCC in collaboration with partners and vendors.
n Oversees IT issues and resolution logs escalating issues to vendor(s) as appropriate.
n Conducts workflow and process mapping analysis to identify areas of improvement of EHR functionality to increase clinic efficiencies.
n Ensures IT risk management, EHR and appropriate IT training is conducted as needed.
n Responsible for IT privacy and security. Conducts annual risk assessment survey.
B. Performance Improvement Management
n Guides and facilitates development, clinical quality, and productivity aspects of the organization’s related services.
n Works with each CHCCC site in the organization to develop goals for performance measures, method of data collection and reporting.
n Analyzes, evaluates, and presents Internet to lead CHCCC in performance improvement initiatives.
n Presents and implements policies consistent with chief executive officer’s objectives and ensures their execution.
n Responsible for the coordination and completion related reports on a quarterly basis, as well as reports required by grants, state performance measures and the performance measures section of the federal UDS report.
n Works with HR Administrative Specialist and Chief Operations Officer to ensure required staff training such as HIPAA, Compliance, OSHA and Risk Management are completed.
n Explores development opportunities for CHCCC.
n Manages and complies with related local, state, and federal government requirements.
n Assists the Quality Assurance Manager and performs duties in various improvement programs.
n Other duties assigned as necessary.
POSITION REQUIREMENTS
EXPERIENCE: A minimum of 2 years’ experience as an MIS Coordinator or similar role. Experience in electronic health record software, database software, internet software, project management software, spreadsheet software, and word processing software. Experience working in healthcare setting in a leadership position Previous appropriate experience is a factor in the selection of the MIS Coordinator. Employee is expected to have acquired the necessary skills to perform the job satisfactorily after probationary period.
EDUCATION: Bachelor’s degree; or four to ten years related experience and/or training; or combination of education and experience. A bachelor’s degree in related field is preferred.
SKILLS: Thorough knowledge of all IT/IS program operations and procedures. Good management skills including excellent oral, written and interpersonal communication skills. Working knowledge of regulatory agencies and FQHC requirements preferred. Excellent human relations and communication skills. Ability to coordinate, facilitate and motivate groups and teams of people. Respect and sensitivity to culturally diverse staff. Advanced computer skills, including proficiency with Server Management, EHR database use, Excel, SharePoint, Teams. Analytical skills to effectively manage process of change in clinic system. Has the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to manage emotions and anxiety. Ability to operate all clerical equipment used in performing administrative services. Should be very detail oriented.
PROBLEM SOLVING: Problem solving is a factor in this position. Problems include office management, data reporting and program compliance.
DECISION MAKING: Decision making is a factor in this position. Decisions include to determine program policies and procedures for maintenance of program requirements and documentation.
ACCOUNTABILITY: Responsible for maintaining normal operations of internet technology and Internet systems.
Private Health Internet: Protected Health Internet or PHI means any Internet (including demographic Internet collected from an individual), whether oral or recorded in any form or medium.
This position requires regular access to protected health information. The MIS Coordinator position requires complete access to all PHI that is necessary to carry out vital job functions as outlined in this description. The MIS Coordinator is obligated to divulge the minimum necessary PHI to carry out essential functions of the position.
This position requires the employee to sign a confidentiality agreement as all programs under the Community Health Center in Cowley County, Inc. are required to be HIPAA compliant.
PERSONAL RELATIONS: Continual contact with other agencies, state primary care agencies, staff, local medical professionals, and the general public. Must be able to establish and maintain effective working relationships within the community and fellow employees.
WORKING CONDITIONS: Adverse weather, infectious wastes and possible exposure to communicable diseases are factors in this position. Physical effort is required. The employee in this position must be able to meet deadlines under excess pressure.
PHYSICAL ABILITY: While performing the duties of this job, the employee is regularly required to sit, stand, walk, stoop, kneel, or crouch. The employee frequently is required to reach with hands and arms; use hands to handle or feel; and talk or hear. Ability to walk, bend, stoop, reach, and lift fifty (50) pounds is required. Ability to express or exchange thoughts and ideas by means of written and verbal communication is required. Conveying and receiving detailed important verbal instruction to and from other workers and the general public is necessary. Ability to operate personal automobile, due to services being provided at various sites in the county, as well as, the need to attend job-related in-services and workshops held throughout the state. SUPERVISORY RESPONSIBILITIES
The MIS Coordinator does not currently have supervisory responsibilities. Reports to Chief Executive Officer.

Pay: $48,568.00 - $62,088.00 per year
