Job Title: Senior Statistician / Senior Social Science Research Analyst
JY Advisory is seeking a Senior Statistician or a Senior Social Science Research Analyst to support federal agencies in program evaluation, statistical and economic analysis, social science and policy research. The mission areas include labor economics and program evaluation, workforce development, or other social or human services areas.
Responsibilities:
· Lead program evaluation and social science research design, sampling, data collection, and data analysis methodologies
· Identify solutions and make recommendations to improve evaluation and methodology
· Perform technical review of evaluation research papers or other evaluation products
· Lead, develop and deliver economic and/or statistical analysis and modeling
· Develop statistical sampling methodologies
· Design, develop, and analyze surveys
· Prepare OMB clearance package for federal Paperwork Production Act (PRA) clearance process
· Perform technical review and quality control of OMB clearance packages
· Conduct interviews, focus group and other qualitative studies to support the overall research goal
· Perform literature review and web research
· Analyze large data using statistical software such as R, Python, SAS, and STATA.
· Develop technical reports, program evaluation and policy research papers, technical summaries and briefings.
· Document process, progress, results, and key technical aspects of tasks. Prepare project tracking and management files
· Conduct deliverable quality assurance and control
· Present findings to internal or external audiences
· Lead and provide trainings to junior staff
· Communicate with leadership and project teams
· Write proposals and support business development
Minimum Qualifications:
· Ph.D. degree in Economics, Statistics, Public Policy, or Sociology from an University in the U.S.
· A minimum of 5 years of experience in performing empirical social science research, qualitative and quantitative studies
· At least 3 years of postgraduate research experience
· Strong statistical and economic analysis skills and experience in performing complex statistical analysis
· Has published at least one paper in a peer-reviewed academic journal
· Research experience in labor and program evaluation
· Expert level knowledge of appropriate evaluation, statistical and sampling methodologies and approaches
· excellent interpersonal, oral and written communication skills
· Expert in use of MS Office products and statistical software such as R, Python, STATA and SAS.
· Excellent critical thinking and information synthesis skills
· Organized, detail oriented, and responsive
· Be able to multitask and meet deadlines
· Be a good team player as well as a team lead
Preferred Qualifications:
· Ph.D. in Economics or Statistics
· Knowledge of U.S. Department of Labor (DOL) agencies and programs, as well as DOL evaluation and research efforts
· Experience supporting DOL program evaluation and research
· Experience preparing or reviewing OMB clearance packages
· Experience developing and/or administering large-scale surveys sponsored by federal agencies
· Experience facilitating projects between federal agencies
· At least five years’ research experience in labor topics, e.g., employment and training, worker protection compliance, apprenticeship, workforce development, international labor affairs, etc.
· A researcher or a team lead working for a research institute
· Experience in convening meetings and presenting at academic conferences

Pay: $85,000.00 - $150,000.00 per year
