Qualifications:
The QAI Contractor shall:
1. Be certified as a Quality Control Inspector (QCI) and Energy Auditor by the Building Performance Institute (BPI)
2. Possess at least ten (10) years of verifiable experience in home inspection, repair, and rehabilitation, including,
but not necessarily limited to contracting, cost estimation, carpentry, weatherization, and energy efficiency
3. Possess knowledge of building science principles, county ordinances, building codes, and State program guidelines
for purposes of evaluation and assessment of buildings and their conditions
4. Have knowledge of techniques, methods, materials, tools, and equipment used in basic weatherization and home repair
5. Be able to draw and sketch home diagrams needed for weatherization
6. Provide their own equipment, tools, and materials to effectively conduct weatherization inspections
7. Possess excellent oral and written communication skills including the ability to explain program objectives and
procedures to Subrecipients
8. Be able to work independently while maintaining communication with program administrators; and
9. Be able to appropriately judge and distinguish between minor and major infractions, and cost-effective and otherwise desired measures
Tasks:
The services to be performed include, but are not necessarily limited to:
1. Assess the quality of the installation of weatherization measures to ensure work meets minimum specifications
2. Perform quality assurance reviews
3. Identify missed opportunities for cost-effective measure installation.

4. Identify non-cost-effective measure installations.
5. Identify both minor and major health and safety issues.
6. Refrigerator metering and data collection.
7. Perform a blower door test to verify results of air infiltration reduction achieved by the Subrecipient agency
8. For natural gas central heating systems, perform a combustion efficiency test to verify results of furnace service
contractor.
9. Perform a walk-through inspection of the property to verify the installation of materials.
10. Document via digital photos and descriptive information of any deficiencies found.
11. Complete and submit the QCI form.
