Responsibilities & Duties

Primarily serve as the team lead in support of the Acquisition Governance and Oversight (AGO) and Acquisition Support (ASD) Division, assisting with providing for acquisition policy development, interpretation and implementation, support to program managers for navigating the acquisition process up to the Department, technical analysis of the program’s structure and execution, and overall cradle to grave support through a dedicated contract specialist team.

Supports the AGO/ASD in executing its mission to provide long lead-time and specialized acquisition competencies in the areas of program financial management, cost estimating, program scheduling, and funds execution and accounting.

Support management of the Office of Acquisition (OA) knowledge management system; acquisition workforce career management (for non-contracting acquisition force); education and training; and process development and improvement;

Understand the organizations’ strategic plan, mission, vision and goals and use them to develop an approach for a CBP wide acquisition knowledge management campaign.

Provides expert advice to management and technical support to operational functions directly related to initiating and developing procurement documents that align to the seven steps of the Procurement Life Cycle.

Assists in resolving critical problems by recommending acquisition streamlining and innovation through advice and assistance to officials at every dollar level.

Assist in the planning and executing the DHS Acquisition Professional Career Program – Expansion (APCP-X) program for CBP.

Support the information and decision-making needs of the organization by ensuring the dissemination of information is consistent, accurate, timely and reliable.

Assist the Program Manager in providing required team leadership, guidance, and program management vision; consult with senior leadership as needed in support of the AGO day to day operations
Required Educations, Experience, Knowledge, Skills & Abilities

Citizenship: U.S. Citizenship is required.

Education: Bachelors’ Degree from accredited university.

Experience: Minimum 7 years’ of experience managing contract support operations

Clearance: Current DoD SECRET with the ability to obtain and maintain a TOP SECRET

Demonstrated strong managerial experience organizing, planning, directing, and managing contractor staff.
Knowledge, Skills & Abilities (Desired)

DAWIA or FAC-C certification

Prior Contracting Officer designation

Experience supporting an acquisition organization.
