Senior Program Manager-Manufacturing (Department of Defense Contracting-NSWC Indian Head Division)
This is an onsite position - Remote or Hybrid work is not available.
The primary purpose of the Senior Program Manager is to manage propellant grain production programs for our Global Military Products division, with our partner, the Naval Surface Warfare Center Indian Head Division (NSWC IHD) located in Indian Head, MD. This role will manage all program resources to satisfactorily meet program requirements and objectives within schedule milestones and established budget. The expectations are that the PM will be working hand in hand with the program management counterpart within the NSCW IHD organization as co-program office members. The PM will reside at our Indian Head office location with regular travel inside the Naval base to manage the status of multiple programs. The PM should have or be able to obtain a Secret Security Clearance within a 3-month timeframe.
Essential Duties and Responsibilities
- Responsible for Department of Defense (DOD) programs with annual revenue values greater than $75M
- Responsible for P&L for the GMP Indian Head Operations budgets and program budgets
- Serve as main point of contact (and IPT lead) for all programmatic, technical, cost, and administrative communications with the stakeholders
- Prepare and coordinate bids and proposals, reports and presentations
- Minimize all costs and risks to the programs while ensuring the highest of quality
- Responsible for meeting program schedules and remain under budget
- Lead the Program Management IPT with support from the IHD PM counterpart
- Develop and maintain Program Plan to include schedules, budgets, and resources
- Manage program risks and issues, as well as, identifying opportunities.
- Ensure that all project deliverables are completed on time and meet the required quality standards.
- Develop and maintain relationships with key stakeholders.
- Provide regular project status updates to senior management.
- Ensure compliance with all DoD and FAR regulations.
- Develop and manage work breakdown structure (WBS) of projects.
- Track project performance, specifically, to analyze the successful completion of short and long-term goals.
- Develop and manage annual budgets for projects and meet budgetary objectives, adjusting project constraints based on financial analysis
Qualifications and Requirements
- Ability to multitask with high attention to detail
- Excellent time management and strong organizational skills
- Bachelor’s degree in an engineering or technical field with manufacturing experience
- At least 7-10 years of experience in program management for DoD programs with specific experience in Ammunition and Explosive (A&E) programs
- Experience with DoD acquisition process, and DoD contracting requirements
- Demonstrated ability to build and maintain relationships with government officials, defense organizations, and industry stakeholders
- Excellent communication, negotiation, and presentation skills
- Self-starter with strong analytical and problem-solving skills
- Ability to work independently and as part of a team in a fast-paced and dynamic environment
- Willingness to travel domestically and internationally as required
- ISO 9001:2015 training preferred
- Proficient in the use of Microsoft Office suite (Word, Excel, Outlook, PowerPoint, and Project)
Physical Demands & Abilities
- Regularly spend long hours sitting and using office equipment and computers
- Regularly move from sitting to standing positions effortlessly
- Occasional travel to suppliers and customers facilities, including Indian Head Naval base.
- Ability to obtain a Secret Security clearance.
Working Conditions
- Work will be completed in an office environment and includes some travel.
