Personnel and Compliance Officer
GENERAL SUMMARY DESCRIPTION: The Recruitment & Development Coordinator facilitates the processes to recruit new staff and to advance the professional development of existing staff for the Wood County Health District. The Recruitment & Development Coordinator has core responsibilities in each of the following functions: staff recruitment, new-hire onboarding, professional development, and administration. The Recruitment & Development Coordinator collectively performs these functions to maintain an engaging employee experience and to position the agency to effectively deliver innovative public health services across all divisions and program areas.
ESSENTIAL DUTIES:
Recruiting
- Supports the hiring process, from posting through post-offer background check;
- Researches and maintains posting and recruitment strategies for each position;
- Prepares job posting information when vacancy exists;
- Reviews applications and schedules interviews with selected candidates;
- Researches and maintains a library of interview questions that assess essential skills and duties for each position;
- Prepares packets for position interviews;
- Supports the development of job offers for new hires;
- Makes job offers to successful candidates and prepares rejection letters for unsuccessful candidates;
- Guides the background check process after the offer is accepted;
- Serves as the primary point of contact for internships, preceptorships, and recruitment through academic health department agreements.
Onboarding
- Facilitates the onboarding process, from the employee’s first day through their completion of probation;
- Develops, maintains and facilitates curriculum for onboarding training, including scheduling of sessions conducted by other staff or personnel;
- Prepares packets for new employee orientation;
- Tracks completion of onboarding milestones and works with the new hire and manager, as needed, to ensure their completion;
- Supports and tracks completion of the mid-probation and end-of-probation reviews.
Professional Development
- Coordinates the professional development process, from identification of needs to process evaluation;
- Serves on the agency’s Workforce Development Committee, which maintains the agency’s Workforce Development Plan;
- Gathers and identifies potential professional development needs by reviewing employee self-reports, assessments, survey data, and the agency’s goals;
- Works with the agency’s Executive Leadership to set development priorities;
- Researches, identifies, develops and delivers training and resources to advance the agency’s professional development priorities;
- Tracks progress toward attaining professional development goals;
- Evaluates the effectiveness of training and development strategies;
- Researches and recommends revisions to strategies, as needed, to maximize outcomes.
Administration
- Establishes employee files;
- Maintains organizational chart for all employees of the Health District;
- Prepares personnel resolutions for new hires;
- Attends and participates in Board of Health meetings, as requested;
- Supports essential activities to administer benefits within the agency.
MINIMUM EXPERIENCE/QUALIFICATIONS:
- Bachelor’s degree in human resources or related field;
- Current SHRM-CP certification or ability to obtain within 6 months of hire;
- Valid Ohio driver’s license;
- Proof of automobile insurance;
- Knowledge of human resources laws, public health laws, regulations and standards as defined by federal, state and local governments that pertain to functions of the position;
- Demonstrated experience with the four (4), primary functions of the position: Recruitment, Onboarding, Professional Development, and Administration;
- The ability to successfully pass a background check.
Job Type: Full-time
Pay: $51,022.40 - $71,406.40 per year
