I) Job Purpose THIS IS NOT AN IT POSITION
The Risk Incident Analyst will manage the agency's Risk Management system, conducting in-depth investigations into incidents to understand their root causes, methods of intrusion, and potential consequences. They will collaborate with teams such as IT, Human Resources, or legal, providing technical expertise, coordination, and training for agency staff to identify, mitigate, and control incidents. The Analyst will recommend and implement program policies and procedures, incident workflow structure, standard operating procedures, and response and mitigation protocols. Additionally, they will develop and manage a comprehensive incident management protocol, ensuring the agency's security posture and swift response to any incidents.
II) Essential Functions
A) Lead internal projects to improve risk management processes, including planning, implementing, training, and exercising risk management agency-wide.
B) Assist with evaluating the risk management plan for each area of the agency to ensure effectiveness.
C) Be knowledgeable of investigative and root cause analysis, manage and review critical or near-miss incidents when indicated or directed.
D) Assist with insurance provider inspections, audits, or other compliance activities, and document findings from auditing and monitoring activities, as well as coordinate with agency leadership for resolution.
E) Develop risk portfolios and risk assessments for agency divisions, collaborating with the Director of Risk Management and agency leadership.
F) Run and analyze weekly and monthly incident management key performance indicators to identify performance anomalies and trends and build capacity and competencies for high-standard incident management workflow.
G) Work with agency personnel as the incident management subject matter expert, attending meetings and providing necessary training to maintain readiness.
H) Assist in identifying necessary training for department programming and maintaining incident management competencies.
I) Assist with reporting and completing all required documentation and after-action reporting following a response, following agency protocol, TMOC, State, and Federal requirements.
J) Expected to complete any job duties related to risk and safety and the community as directed.

III) Knowledge of Laws, Regulations, Policies/Procedures, Skills, and Abilities
A) Incident Analyst shall have a working knowledge of laws and guideline including National Incident Management System (MMS) National Response Framework (NRF), Centers for Medicare and Medicaid Services
B) (CMS), Commission on Accreditation of Rehabilitation Facilities (CARF), Certified Community Behavioral Health Centers (CCBHC), National Fire Protection Agency (NFPA), Centers for Disease Control (CDC), and Texas Administrative Coode (TAC).
C) Incident Analyst shall become familiar with agency policies and procedures within the first 6 months of employment.
D) Incident Analyst shall be skilled in leadership, effective critical communications, establishing and managing Incident Command operations.
E) Incident Analyst will demonstrate skills, knowledge, and ability in developing complex plans, and skills in developing and delivering training and presentations.
F) Ability to use technology-based systems such as: Nixle for mass notification, Business Continuity Planning, Incident Reporting, and Closed-Circuit Television (CCTV) review and recording.
G) Incident Analyst will demonstrate skills in performing emergency operations with regard to assessing needs specific to incident, synthesizing data, developing an Action Plan, and adapting Action Plan and response as the situation changes or warrants. Solid analytical and problem-solving skills.
H) Ability to utilize software or programing to support mapping, tracking, trending and reporting such as: Share Point, Visio, Excel and Google Mapping.
IV) Internal & External Customer Service
A) This position requires extensive coordination and collaboration with agency leaders and other programs. There may be external contacts with individuals, family members, significant others, service providers for grievance or safety assessments. The Incident Analyst will accomplish this with exceptional written and verbal skills.
V) Travel
A) Adhere to MHMR Mileage and Travel reimbursement policy and any other aspect regarding travel.
B) Some travel maybe required.

VIII) Agency Requirements
A) All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key/essential staff level function during critical events or for the purpose of sustaining business continuity.
B) This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.
C) Assigned work hours may change as the needs of the agency change.
D) The Functional Title of this position may change as the needs of the agency change.
E) All work will be completed within the scheduled work hours. All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.
F) MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.
G) Employment is at will, as well as agency needs may change.
H) Agency dress code is to be followed at all times.
I) Physical on-site presence, including regular attendance and punctuality, is an essential function of this position. Any changes or adjustments to your assigned work schedule or shift hours must be approved by your supervisor in advance.
