Position Description:
The Sr. Program Manager will be responsible for providing overall management and oversight of all activities and staff under a new contract with USAID. The contract has several key objectives, including providing full-time institutional support staff, ensuring necessary clearances, and facilitating telework options. It also involves managing short-term technical assistance (STTA) and surge support personnel deployment for USAID Missions overseas, implementing plans for the smooth transition of existing contractor staff, and integrating innovative, evidence-based design and adaptive management across all contract activities. The Senior Program Manager will work closely with the Program Director to manage the contract, ensuring all deliverables and objectives are met.

Work Schedule: Hybrid
Starting Salary Range: ~$118,000 (salary commensurate with candidates experience, skills, and education)
Clearance: Ability to obtain a Secret-level Clearance (US citizenship required)
Responsibilities:
- Provide overall management of activities and staff for the contract. Ensure compliance with government requirements and effective communication with the Contracting Officer Representative (COR).

Support and work with the Program Director to manage the contract, ensuring all deliverables and objectives are met.

Oversee budget and financial transactions, maintain multi-year budget planning, and ensure adherence to financial regulations.

Prepare and negotiate employment agreements for advisor placements and draft employment packages for COR approval.

Lead teams providing administrative and technical assistance, coach and mentor staff, and implement training and capacity-building programs.

Lead strategic planning processes, conduct policy analysis, and provide high-level advisory services to USAID officials.

Implement monitoring and evaluation frameworks, track progress, and ensure continuous improvement.

Develop knowledge management systems and promote organizational learning.

Align USAID initiatives with broader policy goals and facilitate multilateral and bilateral collaborations.

Engage with key stakeholders to enhance innovation, collaboration, and resource leveraging.
Coordination with U.S. State Department:

Ensure communication and coordination with the Office of Foreign Assistance (State/F) to align USAID initiatives with U.S. foreign assistance goals.
Deliverables:

Regular progress reports on objectives and key performance indicators.

Strategic plans, policy analysis reports, and evaluation findings.

Communication materials, stakeholder engagement strategies, and training materials.

Qualifications:
- Bachelor’s degree and ten (10) years of relevant work experience or a Master's degree and eight (8) years of relevant work experience.

High proficiency with MS Excel, Word, PowerPoint required. Ability and desire to learn corporate financial management software

Experience with project management, administration, reporting, monitoring, procurement and financial operations on USG contracts.
