TITLE: EPA Grant Program Manager
REPORTS TO: SEE CEO
The Environmental Protection Agency (EPA) has made grant-funding available to support community-based organizations, tribes and local governments for a unique Environmental Justice problem solving opportunity. Grantmakers will design competitive application and submission processes, award environmental justice subgrants, implement a tracking and reporting system, provide resources and support to communities, all in collaboration with EPA’s Office of Environmental Justice and External Civil Rights.
The EPA Grant Program Manager will play a vital role in facilitating and supporting the mission of the EPA Grant Region 9. More specifically, the Program Manager will be the lead facilitator to ensure the EPA Grant moves forward as intended, responsible for all coordination between the Grant Partners and overall compliance with the terms of the Grant. The role of Program Manager is grant-funded and expected to be in place through May 2027. Some travel may be required.
Essential Duties and Responsibilities:
- Leading the SEE team on internal milestones to ensure they are met in a timely manner
- Track all milestones to ensure completion by deadline, as outlined in the workplans
- Coordinate regular meetings with partners to ensure engagement levels align with grant terms and partner agreements, including setting meeting agendas
- Track and complete narrative and financial reporting on all monthly, quarterly and annual deadlines to the EPA
- Draft scopes of work and requests for proposals for specific vendor/consultants including overseeing competitive bid process
- Main point of contact to work directly with external vendors/consultants on this grant to ensure deliverables and scopes work are being performed per the contract terms
- Performing quality control on the project throughout development to maintain the required standards
- Maintain regular communication on weekly basis with EPA Program Officers • Main point of contact to work with peers in Regions 8, 10 and National Grantmaker as well as two designated technical assistance centers (TCTAC) in Region 9
- Responsible for ensuring all deliverables and action items are completed by SEE, including unanticipated requirements that arise during the course of the grant period
- Serve as SEE’s point of contact to all 202 sub-awardees throughout the grant period and redirect sub-awardees as necessary to partners or TCTAC’s
- Provide administrative support to the partners and sub-awardees as needed including but not limited distributing grant agreements and tracking grant reports from sub-awardees
- Coordinate with Community Advisory Panel to ensure their limited participation meets the agreed upon terms of their service
- Ensuring all SEE and partner materials for external distribution are all in compliance with EPA’s policies, including preapprovals by EPA as necessary
Knowledge, Skills, and Abilities:
- Familiarity with government grants, compliance and reporting
- Strong written and verbal communication skills, including proficiency with MS Word and Excel
- Familiarity with non-profit structures, practices and organizational cultures, a plus
- Strong interpersonal and communication skills, both written and oral
- Accuracy and attention to detail is absolutely required, as well as a track record of reliability, confidentiality, and conscientious work habits

Education and Experience:
- A bachelor’s degree in a related field or equivalent experience
- Demonstrated ability in dealing directly with clients
- Interest in social and environmental justice a plus
- At least five years experience with government grants
- At least five years experience in project management

- Annual Salary of $110,000 – 120,000 DOE •
