This position is expected to provide expert level business process guidance on Navy ERP’s SAP requirements and design. This position requires experience in designing/configuring business processes in SAP FI to automate the management and external reporting of general ledger, accounts receivable, accounts payable , and cash management; manage posting periods and period end closing; and enable open and integrated data flow between financial account and the other components of the SAP system.
Required Skills / Experience:
Min/Gen Experience:
Senior - Ten (10) or more years
- Expert knowledge of Federal Government working capital fund concepts and operations
- Expert knowledge of Federal accounting standards and fiscal laws/regulations
- Certified Public Accountant
- Ability to communicate with and facilitate fact finding and data analysis from a variety of stakeholder groups
- Proficiency using tools and software to conduct financial analysis and reporting
Minimum Education: Bachelors Degree in a recognized technical, engineering, scientific, managerial, business, or other discipline related to area of expertise. An additional four (4) years of relevant experience may be substituted for the Bachelors Degree.
Primary Duties:
1.1 Conduct Rate Analysis
· Identify, document, and address WCF stakeholder concerns about rate increases, pricing stability, and demand management processes.
· Produce trend analytics for rates and volumes by customer, business line, and service item.
· Compile a comprehensive file of service items, usage volumes, and rates charged for up to 10 years.
· Perform deep dive spend analysis and data analytics to document the rate change drivers over the past decade and provide in-depth explanations.
· Review cost drivers for allocating indirect costs for each program to review proper application of activity-based costing principles.
· Evaluate the maturity and reliability of cost accumulation and volume measurement activities.
· Evaluate appropriateness of rate approach and compliance with the concepts of cost accounting and Federal Accounting Standards Advisory Board (FASAB) pronouncements.
· Provide a benchmark of market prices and service levels for WCF Activity Center services.
· Provide benchmark activity to ensure the WCF/Activity Centers prices and service expectations remain competitive in the market.
· Identify and utilize business intelligence (BI) tools to assess activity center costs and customer consumption of services.
· Develop and document a standardized rate review process and methodology to facilitate future rate analysis.
1.2 Assess Operational and Financial Health of the Working Capital Fund
· Review WCF/Activity Centers service offerings, operating model, and associated costs against similar Federal agencies and similar private sector organizations.
· Assess billing cycles versus spending cycles to ensure costs are recovered according to seasonal spending trends for each activity center.
· Determine Full Cost Recovery (Break-even and incidental overages) for current operations and present detailed cost analysis
· Assess adequacy of WCF operating procedures for compliance with applicable laws, rules, and regulations and providing oversight to WCF activity centers.
· Recommend procedures to reduce the operational risk of the fund where deficiencies are identified.
· Determine continuity of operations obstacles in case of funding disruptions to include the Fund’s ability to maintain sufficient funding to carryout current year operations.
· Perform systematic data collection, process mapping, and cost analysis. Collaborate across departments and disciplines to ensure all costs are accounted for and accurately allocated. The process cost model should help USDA understand and manage the costs of delivering services, supporting policy decisions, and ensuring efficient use of resources.
· Assess transparency and equitability of processes and methodologies to recover WCF costs.
· Review business lines to ensure effective management, strong performance, and customer satisfaction.
· Measure WCF’s ability to identify, monitor, and potentially realize cost savings and other efficiencies. For examples, would IT system consolidation provide an opportunity for cost savings?

Pay: $140,000.00 - $180,000.00 per year
