GENERAL DESCRIPTION
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. POSITION SUMMARY:
The Director of Housing Program Operations is responsible for overseeing and enhancing the operations of the Housing Choice Voucher (HCV) program. This includes strategic planning, staff management, policy implementation, and data reporting. The role requires occasional travel to training and conferences and quarterly visits to the Southern Regional Office in Waycross.
KEY RESPONSIBILITIES:
Management and Supervision:
- Conduct regular performance reviews and ensure professional development.
- Ensure even distribution of work and timely completion of tasks.
- Plan, assign, review, and coordinate staff activities.
- Provide excellent customer service to participants, landlords, and other stakeholders.
- Train new employees and ensure understanding of applicable provisions and regulations.
Policy and Procedures:
- Communicate new or revised policies and procedures to staff.
- Coordinate program and policy changes in response to regulatory updates.
- Develop and suggest improvements to operations.
- Implement HUD regulations and DCA policies effectively.
Data Systems and Reporting:
- Collaborate on data sharing and system improvements.
- Enter and manage data in housing software systems.
- Retrieve, analyze data, and prepare reports for senior management.
Annual Re-certifications, Interim Adjustments, Eligibility, and Waiting List Management:
- Assist in hiring, training, and supervising Housing Specialists and Processors.
- Ensure compliance with policies and regulations through quality control reviews.
- Ensure timely recertifications.
- Manage eligibility and waiting list processes.
- Monitor team compliance and productivity.
- Oversee incoming portability to ensure policy adherence.
Customer Service and Files:
- Ensure courteous and professional interactions with applicants, participants, and landlords.
- Maintain accuracy in the electronic participant file system.
Special Programs:
- Collaborate with partner agencies on special program initiatives.
- Collaborate with other directors or divisions internally and externally on special projects.
- Monitor program utilization and compliance.
- Understand and manage occupancy requirements for special programs (e.g., VASH, PBV, SVP).

- Ensure the successful operation of the HCV Program and compliance with regulations.
- Understand HUD rules and HCV Program procedures.
GUIDELINES:
- Follow HUD regulations and DCA policies.
- Update procedures to maintain compliance and efficiency.
- Use independent judgment for recommendations and decisions.
SUPERVISORY CONTROLS:
- Balance competing priorities to achieve organizational goals.
- Ensure compliance and performance of HCV employees.
- Report to the HCV Division Director.
- Work independently on complex tasks.
PERSONAL CONTACTS:
- Handle difficult situations with tact and courtesy.
- Maintain professional interactions with staff, participants, and landlords.
PHYSICAL DEMANDS / WORK ENVIRONMENT:
- Manage stress from interactions with various stakeholders.
- Normal office environment with occasional travel and varied work hours.
- Primarily office work with some physical exertion.
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in a related field or five years of progressive responsibility in program development and management.
- Completion of Executive Management and Leadership training or similar training from an approved vendor within the public housing industry is required within the first year of employment.
- Master’s Degree in Public Policy, City Planning, or Public Administration is desirable, or six years of progressive responsibility in program development and management.
- Minimum of five years of management experience in public housing, HCV Program, tax credit housing, or local government housing work.
- Proficiency in Microsoft Office 365 and data visualization/database applications.
- Valid Georgia driver’s license.
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as an in-office position. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL/SENSORY REQUIREMENTS
Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
