SUMMARY: The Lead Residential Counselor assists the Residential Administrator in providing direction and supervision to residential staff. Assure the safety and protection of residents, assist and monitor residents in completing self-care activities. Provide treatment interventions to assist residents in gaining skills that enable them to live more independently, and coordinate care with community partners to ensure resident’s basic needs are met. Perform all duties of Residential Counselor with the additional responsibilities of a team lead.

ESSENTIAL RESPONSIBILITIES AND TASKS:*
- Support residents with activities of daily living including monitoring or assisting with meal preparation and serving, assisting and supporting residents’ personal hygiene, housekeeping, and money management. Facilitate residential activities and provide opportunities for socialization and recreation within the facility and in the community.
- Support residents in building and strengthening life skills acquisition of life skills necessary for them to move to a lower level of care.
- Assist residents in managing symptoms of mental health disorders.
- Coordinate care with community partners to ensure resident’s basic needs are met.
- Assist in orienting new employees to residential counselor position. Provide day-to-day shift leadership to residential team. Model and coach basic counseling skills, motivational interviewing, and collaborative problem solving.
- Communicate effectively with Residential Administrator on residential program operations including implementation of written policies and procedures, service utilization, facility and maintenance standards, and compliance with applicable federal, state and local laws and regulations.
- Provide routine and accurate reports to the Residential Administrator about program staff, operations, resources, and partnerships, to allow them to be fully apprised of the state of the program.
- Complete administrative tasks as assigned by Residential Administrator.
- Provide observed medication administration. Provide health-related services under the guidance of nursing staff and State and agency regulations.
- Oversee site Medication Administration by ensuring Doctors’ orders and discontinued orders are present, ordering medications, communicating with medical providers and pharmacy, and auditing MAR and medication storage.
- Be a champion for agency initiatives; provide proactive and practical guidance to the team regarding agency and program changes.
- Collaborate with relevant provider agencies and referents.
- Actively participate in work teams and inter-department communications.
- Make accurate and complete notations in the resident’s electronic medical record, documenting significant information concerning the resident and summarizing progress made relevant to objectives and activities outlined in residential service plans. Communicate written information to staff in communication log during each shift.
- Follow Federal, State, local, and agency policies and regulations to prevent abuse, mistreatment, or exploitation while maintaining confidentiality of the residents.
- Implement emergency procedures and disaster plan when needed. Conduct random emergency drills, documenting resident capacity for evacuation and train residents in emergency procedures within 72 hours of admission.
- Conduct resident orientations consistent with Oregon Administrative Rules and agency procedures.
- Attend all meetings that occur on shift including: community meetings, staff meetings, treatment coordination meetings, and shift change meetings. Attend other meetings as required by Residential Administrator. Collaborate with clinical team to ensure positive treatment outcomes.
- Follow written crisis plans as needed to resolve the crisis or address other needs of the individual to assist in accessing crisis services. Ensure resident safety by providing on-going risk assessment and communicating safety concerns to clinical team.
- Engage and support residents in residential service plan objectives, championing recovery efforts using a strength-based and motivational approach.
- Travel across sites for training and meetings. Transport patients to community activities.
- Act as Residential Administrator as assigned for coverage purposes.
- Prepare, collect, and document patient urinalysis (UA).

SUPERVISORY RESPONSIBILITIES:

REQUIRED EDUCATION AND EXPERIENCE:
- Bachelor’s Degree in behavioral sciences and a combination of at least two years’ related work, education, or training in mental health and/or addiction.

- Ability to maintain professional communications and boundaries while managing complex situations and interacting with individuals diagnosed with substance use or co-occurring conditions.
- Ability to operate a computer, utilize basic MS Office programs, and effectively navigate and maintain residential records in an electronic medical records system.
- Must have current driver’s license and be able to drive agency vehicle with patients while on daily appointments, able to drive multi-passenger van, and pass DMV background check. (This requirement may not be needed for overnight shift.)

REQUIRED CERTIFICATIONS AND LICENSES:*
- Certified as a Qualified Mental Health Associate (QMHA).
- Basic Life Support (BLS) certification or ability to acquire within 90 days of hire.
- Crisis prevention certification (such as CPI) within 90 days of hire.
- A valid Oregon or Washington driver’s license.
PHYSICAL DEMANDS:
- Ability to safely operate a motor vehicle.
- Must be able to drive agency vehicle with approved driver status.
- Must be able to occasionally lift up to 25 lbs.
- Must be able to perform Basic Life Support for 15 minutes continuously and maintain BLS certification.
- Must be able to follow proper protocol while interacting directly with patients and working in a clinical environment.
- Must be able to operate a personal computer, including reading from a computer monitor, keyboarding, and using a mouse.
- Must be able to negotiate staircase, reach, bend, and handle objects.

- Consistent attendance and punctuality are required of this position.
- Positive attitude and independent problem solving skills.
- A negative result on all pre-employment, reasonable basis, and post-accident drug screens.
- An acceptable criminal record as determined by DHS, the Oregon Administrative Rules, and the Oregon Revised Statutes; and no current supervised parole or probation.
An acceptable driving record and automobile insurance coverage as recommended by CODA’s automobile insurance provider.
