Minimum Qualifications Summary
Certification & Education
- MA/MS degree in Computer Science, Computer Engineering, Data or Business Analytics, Data Management, or related field.
- Over 10 years of experience in statistical analysis and data modelling.
- Over five years of managing PII/HIPAA data.
- Over five years’ of working with statistical analysis software (i.e., SPSS, SAS).
- Expert programming skills, particularly in R.
- Expert knowledge of mathematics, optimization, databases, querying, data management, including data cleaning, preprocessing, and analysis.
- Preferred: Experience in REDCap, as well as the CDC’s Secure Access Management System (sams.cdc.gov) and Enterprise Data Analytics and Visualization (EDAV).
Job Objective
Support the integration of Human Immunodeficiency Virus (HIV) prevention and sexual health resources into Housing and Urban Development (HUD) housing programs for young adults experiencing homelessness and unstable housing.
Responsibilities
- Author, submit, refine, and execute the Data Management Plan for a large multi-site, multi-organizational CDC sexual health program.
- Ensure privacy and confidentiality for persons participating in data collection (PII/HIPAA).
- Manage all aspects of qualitative data, as well as implementation, process, outcome, and cost data into a project database (i.e., a cloud-based system like REDCap).
- Manage all aspects of the selected cloud database.
- Define all procedures for analyzing data and sending both raw and cleaned data to CDC throughout the program.
- Implement best practice quality assurance and quality control methods to enhance data quality and completeness.
- Work with the Program Director to instantiate, implement, and maintain Memorandums of Understanding (MOUs) and/or data sharing agreements between HUD grantees.
- Work with the Evaluator to monitor and evaluate project implementation data.
- Work with the Cost Analyst to ensure the accurate and complete capture of all project costs across sites.
- Work with the Evaluator to capture all data necessary for monitoring and evaluating short-term and intermediate outcomes, associated indicators, and data sources to measure outcome achievement.
- Produce complete and cleaned electronic files of all datasets and codebooks.
- Analyze organizational and individual level data at the location level.
- Submit de-identified, line-listed data to CDC in the quantitative datasets.
- Submit all data, raw and final, to CDC through CDC’s Secure Access Management System (sams.cdc.gov).
- Resubmit any revisions needed to the data after CDC review through SAMS, and use CDC’s Enterprise Data Analytics and Visualization (EDAV) for data storage.
- Clean and analyze all survey data using statistical analysis software data (i.e., SPSS, SAS).
Education & Certification
- MA/MS degree in Computer Science, Computer Engineering, Data or Business Analytics, Data Management, or related field.
Work Location
Remote. Some travel required within U.S. site locations to be determined by the CDC and HUD.
