Job Description:
The Proposal Manager for Medicaid Requests for Proposals (RFPs) plays a critical role in the organization’s pursuit of Medicaid contracts through the RFP process. This individual is responsible for leading, planning, scheduling, and overseeing the preparation of our Medicaid proposals to ensure they are compelling, compliant, and submitted on time. The Proposal Manager will work closely with cross-functional teams, including sales, marketing, finance, legal, and subject matter experts, to develop and deliver high-quality proposals that align with Medicaid program requirements and the organization’s strategic objectives.
We are looking for remote freelance/1099 independent contractor PROPSAL MANAGERS (not writers) located within the United States to help with managing the proposal process for high-quality proposal-ready narratives in response to Medicaid RFPs across all Medicaid populations, including TANF, CHIP, LTSS, ABD, Foster Care, and Dual Eligibility.
Responsibilities:
RFP Analysis and Strategy Development:
· Conduct thorough analysis of Medicaid RFP documents to understand and interpret requirements.
· Develop a proposal strategy that aligns with the organization’s strengths and the specific needs of the Medicaid program.
· Identify and articulate key differentiators and value propositions that set our proposal apart.
Proposal Management and Coordination:
· Lead and manage the proposal development process from kickoff to submission, ensuring adherence to timelines and processes.
· Coordinate and collaborate with cross-functional teams to gather necessary information, ensuring content is accurate, compelling, and compliant with RFP requirements.
· Facilitate proposal review sessions and incorporate feedback to refine and improve the proposal.
Compliance and Quality Assurance:
· Ensure all proposal submissions are fully compliant with RFP instructions, requirements, and evaluation criteria.
· Implement quality control processes to review and verify the accuracy, completeness, and compliance of the proposal.
Project Management and Reporting:
· Utilize APMP/Shipley project management tools and techniques to monitor progress, manage timelines, and ensure deadlines are met.
· Provide regular updates to leadership and stakeholders on proposal status, risks, and opportunities.
Qualifications:
· Bachelor’s degree in business, healthcare administration, or related field.
· APMP Certification preferred.
· Proven 5 years experience in proposal management with Medicaid or other government healthcare programs.
· Strong project management skills and ability to manage multiple proposals simultaneously.
· Exceptional writing, editing, and communication skills.
· Detail-oriented with a strong focus on quality and compliance.
· Ability to work effectively under pressure and meet tight deadlines.
· Proficient in Microsoft Office Suite and familiar with proposal management software.
