TITLE: Early Childhood Education Compliance Manager

PRIMARY FUNCTION
The Compliance Manager is responsible for supporting the early childhood education managers to effectively implement Head Start Program Performance Standards. The Compliance Manager designs, implements and maintains a system to monitor program evaluation, continuous improvement, and compliance with federal Head Start and state EEC regulations. Acts as the central point of contact for the case management software system (Child Plus).
KEY ROLES (Essential Job Responsibilities):
Primary Job Responsibilities

Supervises the Senior Enrollment Specialist.

Designs, implements, and maintains a continuous improvement monitoring system to support the early childhood education management team's implementation of the Head Start Performance Standards and ensures compliance with state, and regulations.

Develops a program evaluation system including regular monitoring reports of child outcomes: Classroom Observations (ITERS, ECERS, HOVRS), School Readiness (DRDS), and Case Management Plans.

Support the management team to develop strategies for continuous improvement to meet program goals.

Draft and update operating policies and procedures to comply with federal and state regulations and to support continuous improvement in collaboration with the managers.

Central point of contact for the case management software system (Child Plus) including developing training materials, instruction for conducting reports, and troubleshoot data management issues.

Responsible for training new and existing staff in the areas of program data collection, monitoring, and reporting requirements.

Maintain a resource library of state and federal program regulations, program policies, and procedures and other relevant resources in a shared drive easily accessible by all staff.

Oversee and manage the Department of Early Education and Care (DEEC) LEAD portal and facilitate licensing visits and requirements.

When remote work is available, complete all assigned tasks and daily work log.
Skills / Knowledge Required

Bachelor's Degree in Early Childhood Education, Program Administration, or related field.

Five years supervisory and administrative experience

Knowledge of program analysis and performance measures

Knowledge of Early Head, Head Start Performance Standards, federal and state laws.

Demonstrated project and time management skills in a fast-paced environment with multiple priorities, including developing monitoring, scheduling, and reporting systems.

Strong leadership skills with the ability to problem solve within a cross functional team.

Skill in the collection, analysis, and evaluation of information and the ability to effectively communicate findings and recommended course of action.

Ability to develop program goals, objectives, and performance measures.

High-level skill developing project management systems utilizing case management systems, Microsoft Office Suite, and Google Suite (Google Drive, Forms, and Sheets).

Demonstrated ability to analyze financial data.

Must meet other qualifications as may be outlined in the Head Start Performance Standards or by DEEC.
