HJF is seeking a Senior Manager – Program Operations to support the Program Operations unit nested under the Executive Office. HJF’s Program Operations Department is responsible for providing synergies across HJF’s program management, lab management and clinical operation activities. This position will focus mainly on designing, developing, driving, and reporting on the implementation of project & program management standards, with the goals of bringing consistency to, and enhancing, operational performance across the organization. This position operates out of the HJF Home Office, located in Bethesda, MD, and reports directly to the Senior Director – Program Operations.

We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.
Responsibilities:
- Supports the implementation of standards across project & program management activities; coordinates engagements with HJF’s Portfolios and appropriate Home Office Departments;

Champions the solutioning for cross-functional operational performance gaps; coordinates solutioning efforts with aforementioned stakeholders;

Develops a framework for the capture of policies and processes which guide project & program management actions; supports update and dissemination efforts;

Implements a method of tracking performance (operational, personnel, and financial) across projects or programs; captures metrics and prepares reports;

Evaluates current-state systems and tools for the efficient conduct of project & program management functions across the organization; makes recommendations where gaps exist, and drives implementation of new systems and tools, when and where applicable;

Develops (in close consultation with the Human Resources Department) a robust training curriculum for project & program managers, to ensure consistency and drive operational excellence; tracks adoption and impact across the organization;

Supports the training of project & program managers on new IT systems or platforms driving program operations;

Participates in the development of a strategic roadmap to sustain operational excellence across all pillars of Program Operations (project & program management, clinical trials management, and laboratory operations.
Qualifications:
Education and Experience
-
Bachelor's Degree in Business or Operations Management required. MBA preferred.

9+ years as either a Project or a Program Manager, with a minimum of 5 years spent directing the operational, personnel, and financial management activities at a research organization.
Required Knowledge, Skills and Abilities

The incumbent will have strong analytical and problem-solving skills, with the ability to work either independently or as part of a team;

Excellent written & verbal communication skills are a must for this position (including the development of high-level executive briefs);

Deep knowledge of HJF policies, procedures, and tools preferred;

Experience with Lean principles and/or Six Sigma methodology desirable but not required;

The ideal candidate will have experiences across multiple HJF projects and/or programs, preferably across different customers.
Licenses and Certifications

Project Management Professional (PMP) certification preferred.
Physical Capabilities

Lifting: Requires lifting materials up to 10 lbs.
Work Environment

This position will take place primarily in an office setting.
