This is a temporary, time limited grant funded position in response to the 2024 Severe Weather declaration.
The Federal Emergency Management Agency (FEMA) provides Crisis Counseling Assistance and Training Program (CCP) grants that fully reimburse state mental health authorities for mental health assistance and training activities in counties included when there is a presidentially declared disaster. These grants are on local needs and developed in collaboration with the affected area’s Local Mental/Behavioral Health Authorities.
Disaster Behavioral Health Coordination (DBHC) administers this grant program using a bifurcated structure – Programmatic and Fiscal. Under the direction of Disaster Behavioral Health Coordination’s (DBHC) CCP Manager, the Program Coordinator plans, develops, implements, and reports on the CCP grantee’s community-based outreach projects and programs. This position (1) consults with contracted grantees to ensure grant program goals are met and deliverables achieved; (2) develops schedules for programmatic activities and trainings; and (3) conducts field visits, schedules monitoring visits and desk reviews. The Program Coordinator will provide technical assistance to grantees, prepare and submit required reports and conduct grant closeout activities. This position will work in close collaboration with the CCP Fiscal team members to ensure grantee planning and response practices are consistently coordinated.
Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Work involves planning, developing, and implementing disaster assistance program services, providing consultative services and technical assistance to Local Mental/Behavioral Health Authority grantees, governmental agencies, community organizations, or the public and coordinating the collection, organization, analysis, and preparation of materials in response to requests for program information.
Position requires approximately 30% travel and occasionally working hours other than Monday - Friday, 8:00 - 5:00, including nights, weekends and holidays.
Essential Job Functions:

Involves planning, developing, coordinating, implementing, and overseeing the effective techniques for evaluating federal disaster programs. Identifies and reports training needs to CCP Manager. 20%
Involves planning, developing, coordinating, implementing, and overseeing compliance with federal disaster program policies and procedures, statutes, and rules according to the FEMA & SAMHSA requirements and award. Delivers federal disaster consultative services and technical assistance to contracted service providers related to grant deliverables, and planning, implementing, and monitoring of related programs and services. Prepares and submits required reports and conducts grant closeout activities. Oversees others who analyze legislation to develop recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion or reduction of federal disaster funding. 20%
Involves planning, developing, coordinating, implementing, and overseeing studies and analyses of operations and problems and the preparation of reports of findings and recommendations, federal disaster surveys and reviews to determine compliance with certification requirements, laws, regulations, policies, and related procedures. Develops schedules for programmatic activities and trainings, conducts field visits and schedules desk reviews. Determines trends and resolves operational problems relating to federal disaster funding. Prepares federal disaster reports and studies and performs specialized research projects. Prepares and evaluates federal disaster budget requests. 20%
May act as a liaison with internal and external stakeholders. Explains program and agency statutory requirements. Monitors required performance reports and recommends appropriate changes. Analyzes operations and problems and the preparation of reports of findings and recommendations. May consult with public and private agencies involved to resolve problems, identify training needs and discuss effectiveness. May work with and speaks to community and professional groups to coordinate, improve, and secure financial management support for federal disaster related funding. 20%
Involves planning, developing, coordinating, implementing, and reporting on the performance of community based outreach projects and programs involving a variety of technical, training, research, planning, policy, program assessment, and administrative activities related to the federal disaster funding. Consults with contracted service providers to ensure that grant programmatic goals and deliverables are met. (30%)
Involves planning, developing, coordinating, implementing, and overseeing the analysis, implementation and documentation of program policies. Organizes and prepares materials in response to requests for program information and reports related to the federal disaster funding. (30%)
Candidate must be able to travel 10% and work hours other than 8:00-5:00 including nights, weekends and holidays in support of the program and agency mission.

Knowledge Skills Abilities:
Knowledge of overall program, including federal and state guidelines, regulations, programs, policies and procedures.
Knowledge of federal disaster contracts, funding, policies and procedures.
Knowledge of public administration and management techniques and program management processes. Skill in responding to disaster in a behavioral health environment and working within grant parameters.
Skill in project management and the ability to lead project teams; work with multiple stakeholders, and provide oversight to contracted vendors.
Skill in using personal computer application software such as Visio, MS Word, PowerPoint, Excel, MS Project or similar programs.

Registration or Licensure Requirements:
Current Driver’s license
Initial Selection Criteria:
Graduation from an accredited four-year college or university with major course work in psychology, social work or any related field preferred. One year experience in the social services field. Graduate level education may be substituted for experience.
Experience working with HHSC, internal, and external audiences is preferred.
Experience with or knowledge of FEMA & SAMHSA requirements and awards or related disaster recovery program preferred.

Positions advertised with this position description are temporary and will only be filled after a disaster declaration. Multiple vacancies for this position. Management is recruiting to identify qualified candidates that may be hired on short notice to fulfill the operations requirements when there is a federal disaster. Job requires working beyond normal work hours including holidays and weekends when necessary, especially in the first months after a disaster declaration.
DBHC is currently 100% telework, with occasional, scheduled office visits as directed by leadership. Telework is governed in accordance with agency and division telework policy and is subject to change at the discretion of leadership. This position is not a remote work position. Candidates must live in the Austin Metropolitan area.
