Position Summary:
The contract support specialist (CSS) will liaise between the external customers and internal teams, including consultants, analysts, subject matter experts, and program management, for contract-related activities. The CSS will be responsible for contract processing procedures and policies and reviewing standard and non-standard contract requests. Additionally, the CSS will lead and manage the entire life cycle of all contracts for the Company, including federal, state, local municipalities, and commercial contracts. Apply comprehensive knowledge of the Federal Acquisition Regulation (FAR) or other relevant government regulations to support the development of proposals, contract acquisition, and compliance. CALCO's projects focus on a range of topics, such as academic support, online career pathways, enrollment services systems design, business engagement services, and others that are critical to education, workforce development, and healthcare today. This position is a remote (virtual) opportunity but will require travel as needed for business purposes.
Specific Responsibilities of Position:
· Acquisition planning, reviewing, editing, or assisting in writing statements of work (SOW), contract modifications, performance work statements (PWS), statement of objectives (SOO), request for information (RFI)/Request for Proposal (RFP)/Request for Quotation (RFQ) and Invitation for Bids (IFB)
· Assisting with researching and identifying potential contract opportunities and procurement agents with county, state, and federal agencies
· Preparation of cost analyses, market research reports, and Independent Government Cost Estimates (IGCEs)
· Assisting with the development of bid proposals for submission to secure new and continued contracts
· Analyze and prepare documentation to ensure contract terms and conditions are within the negotiated and approved parameters
· Advise and support internal team and contracts manager on customer proposals and contractual negotiations
· Flow down contractual customer requirements within the organization.
· Maintain historical contractual records and audit artifacts
· Adhere to and comply with standard work processes
· Proposal planning, proposal preparation, administration of contracts, and contract closeout, subject to appropriate Company and departmental approvals, with U.S. government and non-government customers
· Keep Contracts Department and cognizant functional and program managers informed of outstanding issues that may impact program, departmental and/or Company objectives for assigned contracts
· Reviews complex customer solicitations and supports proposal development and contracts to meet the customer's specialized needs.
· Analyzes significant and unique contract requirements, special provisions, and terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies, and business unit procedures.
· Support post-award kick-off meetings, track new awards, and other contract metrics as required
· Provide contractual guidance to business team members for appropriate Statement of Work.
· Providing regular tracking and reporting to senior management on contract issues
· Advising and assisting with developing and implementing operational protocols
· Assisting with ensuring CALCO remains in compliance with the requirements of its contracts with various government and non-government clients
· Work as part of a program team and act as a subject matter expert for contractually related issues
Minimum Qualifications:
- Bachelor's degree and at least 5+ years of professional experience.
- Strong working knowledge of federal acquisitions regulations (FAR), DFAR, and ITAR experience preferred.
- Certified Federal Contract Manager (CFCM), Certified Professional Contract Manager (CPCM), or similar accreditation is preferred but not required.
- Technologically literate and proficient in Office 365 suite of applications and Microsoft Teams, with an aptitude to learn additional software and systems required of the position.
- Excellent verbal and written communication skills.
- Effective at handling confidential information.
- High degree of professionalism and ability to work with all levels of a diverse organization.
- Prior experience in building and sustaining business partnerships.
- Prior experience in a federal government or federal consulting environment is preferred but not required.

Compensation and Benefits:
CALCO Consulting Group offers a competitive salary and a robust benefits package. The proposed salary range for this position is $75,000.00 to $95,000.00. The final salary will be determined based on various factors. Some of our benefits include:

Office Locations and Hours:
Standard business hours apply, with occasional weekend and evening hours required when deadlines must be met. The primary work location will be remote, with occasional commuting or travel to the corporate offices in Rockville, MD or Washington, D.C.
Environmental Requirements:
Occasional exposure to inclement weather conditions if required to travel to the main office or other business meetings.
