Job Title: GIS and Data Analyst I/II/III/IV
Location: Brighton
Position Purpose and Objectives:
Embracing and supporting the cooperative's vision and mission, this role provides dependable and high-performance Geographic Information System (GIS) and geospatial services under the guidance of the GIS Manager. Ensuring accuracy, integrity, and value of GIS data, the position contributes to an excellent user experience and advances the core business of electric power delivery. Responsibilities encompass maintaining, progressing, and supporting the GIS environment, integrating with enterprise systems, and participating in assigned projects.
The GIS environment includes server or cloud-based GIS products, desktop GIS and staking applications, mobile GIS applications, web GIS applications, geodatabases, and GPS hardware and applications.
Job Classification and Progression:
The GIS and Data Analyst class series consists of four positions: GIS and Data Analyst I, GIS and Data Analyst II, GIS and Data Analyst III, and GIS and Data Analyst IV.
Positions in the GIS and Data Analyst class series are flexibly staffed and positions at higher levels are typically filled by advancement from the lower levels after gaining the necessary knowledge, skills, experience, and certifications.
Level I:
At this level, incumbents with basic GIS experience learn and perform specialized computer-based and graphical support work. They become familiar with GIS base map creation and maintenance, and the processes necessary to collect, interpret, and display GIS data. While performing duties similar to the higher levels, incumbents at this level are guided by established procedures and protocols, exercising discretion and applying independent judgment to a limited extent. They may seek support and review from peers as they develop their skills and knowledge within the team.
Level II:
At this level, incumbents are fully skilled in using GIS tools to maintain GIS models and data. They are capable of administering and managing GIS platforms, given specific direction and guidance from the GIS Manager, while increasing degrees of independence. Incumbents demonstrate proficient discretion and independent judgment in executing tasks, adhering to established operating procedures and policies within the work unit. They contribute to problem-solving efforts and decision-making processes, drawing upon their expertise to ensure the effective utilization of GIS resources and technologies.
Level III:
Incumbents at this level are expected to perform activities with broad direction from the GIS Manager, demonstrating a high level of discretion and independent judgment. They solve complex problems independently or lead collaborative groups in solving complex problems, drawing upon their expert-level understanding and skills in administering and managing GIS platforms on Windows servers. This includes a comprehensive understanding of Windows operating systems to support GIS components. They actively contribute ideas that shape GIS initiatives and adopt innovative practices that propel the organization's GIS capabilities forward.
Level IV:
At this advanced stage, incumbents demonstrate mastery in GIS and data analysis, exhibiting the highest level of discretion and independent judgment. They provide strategic direction for GIS initiatives, leading teams in the development of GIS solutions, and making significant contributions to the advancement of the organization's GIS capabilities. Incumbents at this level are recognized experts in administering and managing GIS platforms, possessing advanced problem-solving skills and the ability to navigate complex challenges with finesse. They are the go-to resource for resolving intricate issues and driving transformative change within the GIS domain.
Education, Training and Experience:
Level I
Equivalent to an associate degree with major coursework in geography, computer science, information systems or a closely related field. Equivalency may be demonstrated through a combination of training and progressively responsible experience that resulted in the required specialized knowledge and abilities to perform the assigned work in lieu of a degree,
AND combined 6 months hands-on experience working with GIS software productsrelated to cartography, analysis, and geoprocessing, that demonstrates a solid working knowledge of these tools.
Level II
Equivalent to graduation from a four-year college or university with major coursework in geography, computer science, information systems or a closely related field. Equivalency may be demonstrated through a combination of training and progressively responsible experience that resulted in the required specialized knowledge and abilities to perform the assigned work in lieu of a degree,
AND combined two (2) years hands-on experience working with GIS software products related to cartography, analysis, and geoprocessing, that demonstrates in-depth knowledge of using these tools, with basic to intermediate knowledge and experience in querying data in relational databases, such as Microsoft SQL Server and Python for intermediate level automation tasks.
AND at least (1) year of hands-on direct work experience in basic configuration and administration of server or desktop GIS technologies and systems.
Relevant technical certifications, current training, plus demonstrated work experience as the technical lead for routine/small technical projects preferred.
Level III
Level II plus
A combined four (4) years hands-on experience working with GIS software products related to cartography, analysis, and geoprocessing, that demonstrates in-depth knowledge of using these tools, with intermediate to advanced knowledge and experience in querying data in relational databases, such as Microsoft SQL Server and Python for intermediate level automation tasks.
AND two (2) years of hands-on direct work experience in intermediate to advanced configuration and administration of server and desktop GIS technologies and systems.
Relevant advanced technical certifications, current training, including successful completion of one or more of the following Esri Technical Certification Exams preferred:
- GIS Fundamentals Foundation 2024
- ArcGIS Developer Foundation 2201
- ArcGIS Online Administration Associate 2024
- GIS Fundamentals Foundation 2024
- Enterprise Administration Professional 2201
- Enterprise Geodata Management Professional 2201
- Enterprise System Design Professional 2201
Plus demonstrated work experience as the technical lead for large technical projects preferred.
Level IV
Level III plus
An additional four (4) years of hands-on direct work experience in advanced configuration and administration of server and desktop GIS technologies and systems.
AND relevant advanced technical certifications and current training, including successful completion of one or more of the following Esri Technical Certification Exams:
- GIS Fundamentals Foundation 2024
- ArcGIS Developer Foundation 2201
- ArcGIS Online Administration Associate 2024
- GIS Fundamentals Foundation 2024
- Enterprise Administration Professional 2201
- Enterprise Geodata Management Professional 2201
- Enterprise System Design Professional 2201
AND demonstrated work experience as the technical lead for large technical projects required.
AND at least one (1) year of proven work experience demonstrating responsibilities focused on strategic planning for enterprise GIS solutions, as well as leading teams in the development and/or deployment of innovative GIS solutions.
Typical hiring range:
Level I: $70,750 - $78,200 with a grade maximum of $85,650 annually
Level II: $78,200 - $84,500 with a grade maximum of $90,800 annually
Level III: $84,500 - $91,300 with a grade maximum of $98,100 annually
Level IV: $91,300 - $98,600 with a grade maximum of $105,900 annually
