Full Job Description

The incumbent, Medical Records Administration Specialist, will serve as Lead in audit activities of the Health Information Management (HIM) Department. The incumbent audits assessment forms to report timeliness and completeness compliance with licensing, accrediting, and DC licensure standards. The incumbent works closely with HIM staff and perform quality audits and reports on medical records administrative activities. The incumbent will perform quality reviews of code for physical diagnoses and verification of psychiatric diagnoses codes using the standard classification nomenclature (ICD & DSM). The incumbent is responsible for performing various reporting activities related to the electronic health records of inpatient, outpatient, discharged, and expired patients DBH and makes recommendations, as necessary. At a high level, the incumbent ensures clinical documentation are uploaded timely to the electronic health record. The incumbent must be knowledgeable and experienced of standards and compliance requirements with accreditation and licensure standards; such as, The Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS), and DC licensure.

RESIDENCY PREFERENCE AMENDMENT ACT OF 1988

A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

QUALIFICATIONS REQUIREMENT:

This position requires one (1) year of specialized experience equivalent to the next lower grade level in the normal grade level progression for the position to be filled. Specialized experience is experience which is directly related to the position to be filled which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled.

Licensures, Certifications and other requirements

Requires the credentials of Registered Health Information Technician (RHIT), Accredited Records Technician (ART), or Registered Health Information Administrator (RHIA) from an accredited Health Information Management program recognized by the American Health Information Management Association (AHIMA) supplemented with a comprehensive knowledge of medical records administration gained through extensive experience in a mental health care facility.

Education

High School Diploma or Equivalent.

Work Experience

Strong knowledge in performing various reporting activities related to the electronic health records of inpatient, outpatient, discharged, and expired patients a Hospital and make recommendations. Ability to perform quality reviews of code for physical diagnoses and verification of psychiatric diagnoses codes using the standard classification nomenclature (ICD & DSM).

Position Designation: This position is deemed as “Security Sensitive” pursuant to Section 410 of Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

Criminal background check;

Traffic record check (as applicable);

Consumer credit check (as applicable);

Reasonable suspicion drug and alcohol test; and

Post-accident or incident drug and alcohol test.
