Job Overview:
The Quality Control Manager will supervise and inspect three phases of control and tests- Preparatory Phase, Initial Phase, and Follow-up Phase. The QC Manager will conduct weekly preparatory, safety and coordination meetings. The QC manager will review all submittals to ensure satisfactory requirements are met in compliance of contract specifications and design drawings and submit to the government. The Quality Control Manager will ensure project quality control monitoring & tracking, through compliance with all corporate, local, provincial and federal workplace laws, rules and regulations. They are responsible for avoidance reduction and control of costs associated with workplace accidents and injuries. The QC manager will perform as an internal resource and consultant to management and supervision in identifying and alleviating workplace hazards.
TYPICAL DUTIES:
- Must have a vast knowledge in RMS system for document tracking between the contractor and the USACE – operating and managing this system will fulfill most of the duties of the Site QCM
- Conduct the 3-Phase Inspection process
- Preparing, reviewing, and submitting product data/submittals to the government/end user
- Testing, inspections and quality control activities according to US Army Corps Of Engineers procedures
- Determine and ensure correct processes are in use per engineering specs as well as Company and owner requirements.
- Document and track daily construction progress in a detailed report
- Maintain project as-builts
- Onsite at all times to ensure quality
- Interact with client representatives and subcontractors regularly to ensure construction details are following design specifications.
- Analyze and interpret drawings, manuals, submittals, and other materials to determine specifications, inspection, and testing procedures.
- Stop work if defects are identified and notify necessary parties
- Monitor operations to ensure conformance to specifications and order necessary materials.
- Ensure all safety procedures are followed during processes and tasks under QC direction.
- Perform other duties as required by the supervising manager.
- Host weekly coordination with the government and end users
- Abilities to interact professionally, including instruction, with multiple levels of employees as well as clients, subcontractor, and other representatives are required.
Position Qualifications
- The ability to communicate in written and oral formats with diplomacy and tact.
- An aptitude for exercising independent thinking and reasoning.
- Skilled in setting up quality control testing equipment.
- Demonstrated knowledge of compliance in government construction or environmental projects.
- Proven knowledge in reading and comprehending construction plans and related technical documents.
- Successful track record in effectively engaging with subcontractors.
Skills & Abilities
- Degree in engineering, Construction Management, Occupational Safety, and Health or a related field is preferred. An equivalent combination of education and experience may be substituted for this requirement.
- Applicable certification in Quality.
- USACE Contractor Quality Management (CQM) certificate required.
- Knowledge of USACE Resident Management System (RMS) required.
- OSHA 30-Hour Certification and Qualify Control Certification.
- Five years of experience directly related to construction quality control and two years of RMS experience.
- Ability to pass a background investigation.
- Clean driving record
- Competence in Microsoft Office Suite

PHYSICAL REQUIREMENTS and DEMANDS:
- Stand or sit for long periods of time.
- Walk the construction site, often climbing up, over and/or under obstacles.
